Director of Contracts, Afghanistan Tetra Tech ARD

Tetra Tech ARD (http://www.ardinc.com) requests expressions of interest from highly qualified Contracts and Grants Manager candidates for one our USAID funded projects in Afghanistan. The overall objectives of LARA are to strengthen and support the Government of the Islamic Republic of Afghanistan (GIRoA) institutions dealing with land, principally the Afghan Land Authority (ALA), by providing necessary technical assistance so they can more effectively meet their objectives in land management and planning, and to create Afghan capacity to successfully design, manage and implement needed land reform.

Responsibilities:
--Facilitate the execution of all subcontracts, grants, and procurement procedures in order to fully support all LARA programming in the timely accomplishment of all deliverables;
--Work collaboratively with Technical staff to design an integrated contracts/grants process that will enable program activities to be undertaken rapidly and with full legal compliance;
--Implement all delegated contracts related duties to ensure timely delivery of contracts support services to the program;
--Build the capacity of LARA staff to ensure their ability to undertake contracts related activities, while establishing and/or improving efficacy of the contracting systems;
--Provide training to LARA and Afghan entity staff, as appropriate, in the areas of local subcontracting, USAID and ARD contracting and procurement requirements and regulations;
--Apply USAID grants regulations in grant program design and administration;
--Administer USAID-funded grants under contract to non-US NGOs;
--Train and supervise local staff in the administration of grants by non-US NGOs.

Qualifications:
--Minimum of 6 years experience administering and managing grants programs in developing country contexts, including direct grants to community organizations;
--Experience in issuing RFP’s and contracts for Infrastructure work, including training local and project staff in the processes involved in issuing RFP’s , contracts, and payment processes.
-- Demonstrated ability to develop clear and practical grant procedures, policies, and mechanisms, resulting in rapid and efficient implementation;
--Demonstrated achievement in maintaining transparent processes and financial flow;
--Experience staffing and managing a contracts/grants support unit;
--Confirmed capacity for training project technical staff to participate effectively in the grant identification, review, and implementation process;
--Thorough knowledge of U.S. Government and USAID contract and grant management procedures, including monitoring and reporting.
