Logistics Assistant- Muzaffargarh (National Position)

Title: Logistics Assistant (LA) Location: Multan/MZG Responsible to: Logistic Officer

Merlin International Profile Merlin specialises in health, saving lives in times of crisis and helping to rebuild shattered health services. Each year, Merlin helps more than 15 million people in up to 20 countries. Context and Background Merlin has been operational in Pakistan since 2005, providing life saving activities for the most vulnerable communities in Kashmir, Baluchistan, FATA and KPK Provinces. Merlin first became operational in Pakistan following the 2005 earthquake in Kashmir, and has since responded to a number of emergencies including the Yemyin Cyclone in 2007 and Ziarat quake in 2008 in Baluchistan, and the IDP crisis from 2009 onwards, affecting various districts of KPK. Since 2008 Merlin has also been implementing a large-scale development project focussing on malaria control in Baluchistan, FATA and KPK, this has included acting as the procurement agent for Global Fund partners in Pakistan. Merlin is a major health player in Pakistan, working in close coordination and collaboration with all involved stakeholders. Merlin’s main objective in Pakistan has been to improve the health status of the population most affected by natural disasters, diseases and conflict. Merlin is committed to longer-term programming in Pakistan and plans to continue to operate to meet the health needs of the Pakistani population.

In response to the July monsoon flooding disaster and subsequent health crisis, Merlin mobilised health and medical teams to lead a rapid emergency response to meet escalating health needs of flood-affected and displaced communities. Merlin has continued its regular programmes and extended coverage to communities affected by the flood; currently reaching approximately 2,000,000 people through the provision of essential health services, community management of malnutrition and communicable disease surveillance and management. Merlin is currently operating in Swat, Buner, Nowshera, and Charsadda districts in KPK province and Muzaffargarh in Punjab province. Merlin’s model of care is based on the provision of an integrated package of health and nutrition services via static and mobile outreach services (currently supporting a total of 38 static health facilities and 26 mobile clinics). Merlin also currently supports seven diarrhoeal treatment units across all operational districts. Merlin has expanded its malaria control operations to six flood affected districts in Baluchistan and KPK provinces. This has been done through the initiation of malaria case management, surveillance and outbreak response in disease endemic parts of the country in partnership with the provincial malaria directorate. Merlin’s malaria programs are therefore now reaching a total of 11 million people across 16 districts in KPK, Federally Administered Tribal Areas (FATA) and Baluchistan. Merlin works closely with the Ministry of Health, Health and Nutrition Clusters and Department of Malaria Control, to ensure close coordination and collaboration with all involved stakeholders.

Merlin is currently planning to expand their emergency response, by implementing activities in Sindh Province, in the South of Pakistan. The planned intervention will be operating in two districts – Dadu and Thatta, implementing an integrated health and nutrition response for flood affected populations. The provincial office will be based in Hyderabad, and there will also be two district based offices, from which mobile and static health facility support will be coordinated. In order to quickly scale up activities in this new province, Merlin is currently seeking strong candidates with emergency experience to support them in their work.

Over all Responsibilities Maintenance of logistical functions of the project site consistent with an international NGO protocols and procedures, to ensure site objectives are achieved in collaboration with the Project Medical Coordinator and the wider Programme. Responsible for site administration in close collaboration with LO/BASE INCHARGE & Project coordinator.

Operational

• Assist maintaining the site’s non medical activities including local procurement, vehicle and equipment maintenance and management in co-ordination with the Project Coordinator and LO/BASE INCHARGE. • Assist in maintaining and submitting logistical, financial and administrative reports as required and in conjunction with the Project Coordinator and LO/BASE INCHARGE • Assist LO/BASE INCHARGE in stock control consistent with An international NGO protocols and procedures. Reports are to be produced as required in conjunction with the LO/BASE INCHARGE • Assist LO/BASE INCHARGE for ensuring that efficient and appropriate operational support is provided for all site activities including drug stock management, office/guesthouse and medical camps set up, maintenance and outreach activities in conjunction with the Project coordinator. • Assist LO/BASE INCHARGE in maintaining operational systems to include management of equipment, schedules and filing of documentation. • Assist LO/BASE INCHARGE in ensuring that communications with An international NGO security focal point is maintained when ever needed in coordination with the Project Coordinator. • Assist LO/BASE INCHARGE in ensuring logistical systems and procedures are maintained and up to date in a timely fashion. • Responsible for duty rosters of all staff. • Any other duty assign by supervisor/line manager

Admin and Finance • Assist LO/BASE INCHARGE in maintaining of site communications and in the absence of the Senior Field Officer; ensuring they are used appropriately • Assist LO/BASE INCHARGE in inputting into the daily, weekly and monthly sit reports, and helping to ensure these are sent to the project team in a timely fashion. • Assist in procurement, collecting of quotations, generating of supply requests etc… • Properly maintain record of all expenditures as per policy of An international NGO

Security

• Assist LO/BASE INCHARGE in the on-going monitoring of the security situation. Implementation of security measures according to An international NGO security guidelines and monitoring of same in coordination with the Project Coordinator. • Assist LO/BASE INCHARGE in facilitating the evacuation of field team if necessary, as per the roles defined in the security plan. • Assist LO/BASE INCHARGE in facilitating medical evacuation where necessary, as per the Medivac guidelines. • Assist LO/BASE INCHARGE in supervising the safety of staff and patients to include safe electrical installation and management of fire and vehicle safety procedures.

Professional/Personal Requirements Essential

• Previous experience in similar position • Strong administration and organisational ability. • Ability to remain calm and to be diplomatic at all times. • Excellent communication skills, with good spoken and written English, Pashto • Experience working with an NGO in difficult conditions in the field. • Ability and flexibility to understand the cultural and political environment and to work well with the local authorities. • Good team player. Able to live as part of a team and work in remote and isolated area, in basic living conditions. • Able to read and interpret a manual • Good computer skills including excel and word • Previous logistical and operational experience. • Able to use own initiative and enable creative solutions. • Willingness to work and live in harsh conditions. • Willingness to travel extensively in the field.

Desirable • Previous experience within MULTAN/MZG • Previous experience within a humanitarian aid organisation in an insecure environment. • Experience of project administration/management, and the ability to work independently. • Water and Sanitation experience/knowledge • Problem solving ability with equipment ranging from PC’s to vehicles and radios. • Previous responsibility for managing security. • Ability to chair meetings and provide succinct reports of meetings would be beneficial. • Technical background (not essential)
