UN WOMEN: PROGRAMME DEVELOPMENT AND SUPPORT

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women will work for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, UN women will lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.
The United Nations General Assembly voted unanimously on 02nd July 2010 to create a new entity to accelerate progress in meeting the needs of women and girls worldwide. The establishment of the UN Entity for Gender Equality and the Empowerment of Women - known as UN Women - on 1st January 2011, is a result of years of negotiations between UN Member States and advocacy by the global women's movement.
UN Women's vision is one where men and women have equal opportunities and capacities, where women are empowered and where the principles of gender equality are firmly embedded in all efforts to advance development, peace and security. UN Women's fundamental objective is to enhance national capacity and ownership to enable national partners to formulate gender-responsive laws and policies and to scale up successful strategies to deliver on national commitments to gender equality.
To meet this objective, UN Women will centre its work on 5 core principles:
  • Providing demand-driven support to national partners to enhance implementation of international agreements and standards.
  • Supporting intergovernmental processes to strengthen the global normative and policy framework on gender equality.
  • Advocating for gender equality and women's empowerment, championing the rights of women and girls - particularly those who are most excluded.
  • Leading and promoting coherence in UN system work on gender equality.
  • Acting as a global broker of knowledge and experience, aligning practice with normative guidance.
UN Women Pakistan provides technical assistance and support to innovative approaches aimed at fostering women's empowerment and the gender equality agenda in Pakistan. UN Women is uniquely positioned to support initiatives of the government and non governmental organizations leading towards a full realization of gender equality and women's empowerment commitments in line with the national and international gender equality and human rights commitments such as, amongst others, the Constitution, National Action Plan for Women's Empowerment as well as the Beijing Platform for Action, CEDAW, Millennium Declaration and the Millennium Development Goals.

Duties and Responsibilities

Under the overall guidance of UN Women's Country Programme Director (CPD) and in close coordination with the programme team, the international consultant will be responsible for the following key functions:
  • Advice and support implementation and review of an ongoing programme framework and direction for UN Women to support national priorities around gender equality and empowerment of women.
  • Support the Country Office in aligning existing programmes with the Global Strategic Plan of UN Women.
  • Make practical and feasible recommendations to assist programme colleagues to improve prioritization and resource allocation within the respective programmes/projects following the approval of the Global Strategic Plan.
  • Guide and produce resource mobilization packages including programme proposals and follow up to those.
  • Identify areas of potential future risk around programme management specifically, that should be observed closely and make practical recommendation to enhance vigilance in these areas.
  • Carry out any other duties and/or responsibilities assigned by the Country Programme Director.
Deliverables:
  • Initial work plan within four weeks of signing the contract.
  • 3 to 4 revised programme documents.
  • 3 resource mobilization packages.
  • Reports of meetings and events facilitated.
  • Closure report with key recommendations and inputs.

Required Skills and Experience

Education:
  • Bachelors degree in social science -focus on gender equality issues considered an asset.
Experience:
  • Minimum 5 years experience in gender equality and programme development/support functions.
  • Experience in communication and writing assignments in English.
  • Previous experience of working in Pakistan with international organization or donor considered an asset.
Language:
  • Fluency in English is required.
  • Proficiency in another UN working language is desirable.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
