Organizational Setting

The Office of Nuclear Security is responsible for coordinating and implementing the IAEA's Nuclear Security Plan to prevent, detect and respond to acts of nuclear terrorism and threats thereof. It is part of the Department of Nuclear Safety and Security and is organized into three sections: Information Management and Coordination, Prevention, and Detection and Response.

The Information Management and Coordination Section is responsible for the establishment and maintenance of the mechanisms required to collect, collate and analyse nuclear security related information as it is required for effective implementation of activities to strengthen the international nuclear security regime. The section is responsible for maintaining the Illicit Trafficking Database Programme (ITDB) and related information, developing the Malicious Acts Database, the system to develop Integrated Nuclear Security Support Plans (INSSPs) and for providing official reports on nuclear security to IAEA Member States and to the general public. For this purpose, it liaises with other international organizations and Member States to enhance cooperation in and increase the outreach of nuclear security information. The Section has the responsibility for arrangements implemented to maintain confidentiality of sensitive information.

The Section has responsibility for arrangements implemented to maintain confidentiality of sensitive information, and is composed of approximately eight officers and two support staff.

Main purpose

The Nuclear Security Information Officer reports to the Section Head, and contributes to the maintenance and development of the Illicit Trafficking Database, specifically on illicit trafficking incidents reported in open sources. He/she processes, and analyses the information and carries out additional research as appropriate with a view to producing assessments of trends and patterns which satisfy the information needs of Member States and the IAEA including its public information requirements.

Role

The Nuclear Security Information Officer is: (a) a Researcher of nuclear security related information; (b) an Analyst of information identifying trends and patterns; (c) a Developer of information products in response to IAEA needs, e.g. annual report, lectures, briefings, etc.

Partnerships

The Nuclear Security Information Officer works with staff in the Office of Nuclear Security on a variety of analytical issues. He/she also liaises with staff from the Division of Information Management to express the user development needs on analytical software tools and information management.

The Nuclear Security Information Officer liaises with Member States by organizing and chairing consultancy meetings, through bilateral information exchanges and by providing briefings.

The Nuclear Security Information Officer liaises with other regional and international organizations on information exchange issues and by providing briefings and analytical products.

Functions / Key Results Expected

  • Compile and disseminate daily and weekly open source highlights;
  • Process, systemize and analyse data in the Illicit Trafficking Data Base (ITDB) and identify trends and patterns, related to the needs of enhancing nuclear security for distribution to Member States' security systems worldwide;
  • Develop information products in response to internal IAEA needs; e.g. material for the IAEA Annual Report, lectures, briefings, training courses and inputs to speeches by senior staff. Identify and format information suitable for release to the media, NGOs and academic institutions;
  • Identify and develop additional areas for exploitation of the data with a view to adding further value to the information submitted by Member States and satisfying their requests for expanded outputs;
  • Provides support and relevant expertise for the Incident and Emergency System (IES) and participate in associated training and exercises.

Knowledge, Skills and Abilities

  • Extensive knowledge and experience in fields of nuclear security, criminal and terrorist activities and other malicious acts;
  • Thorough knowledge of Nuclear Security principles including the processes by which nuclear security needs are identified, prioritized and addressed;
  • Excellent analytical skills including experience with advanced open source search techniques and analytical methodologies;
  • Demonstrated ability for teamwork, sense of organizational orientation and open and innovative approach;
  • Proven ability to work in a security sensitive environment;
  • Proven ability to coordinate and focus expert assistance in a results-based approach;
  • Accomplished briefer and public speaker;
  • Sound judgement especially in the context of relations with Member States, other international organizations and the media;
  • Excellent computer skills;
  • Excellent writing skills.

Education, Experience and Language Skills

  • University degree in subjects relevant to international relations, or nuclear non-proliferation;
  • Advanced university degree in international policy, political science or related subjects desirable;
  • A minimum of five years of experience, of which at least two at the international level;
  • Substantial experience in security related information analysis and dissemination;
  • Fluency in English essential. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian or Spanish) an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $56 091 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $32 365*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
