Health Programme Officer
Background
The International Rehabilitation Council for Torture Victims (IRCT) is currently recruiting a Health Programme Officer (HPO) with a master degree in public health to support capacity building and the further development of the IRCT member centres worldwide.
The HPO will be part of the Health Team of the IRCT Secretariat in Copenhagen. The Health Team supports the development of the IRCT member centres regarding their holistic rehabilitation services to torture survivors both with regard to mental & physical health care, as well as forensic documentation.

The position
As a HPO your key role will be to support the development and implementation of IRCT’s programmes in relation to the health aspects. Also you will liaise directly with the membership and partners of IRCT’s global network in order to assist them to develop and implement IRCT’s strategy with a special focus on monitoring and evaluation of holistic rehabilitation practices. You will pass on relevant knowledge and evidence based practices from the field of torture rehabilitation so that it furthers and supports the international work.

Key responsibilities
  • Support the development and implementation of the health policy of the IRCT in close collaboration with the Membership Team;
  • Facilitate quality development and routine outcome monitoring of rehabilitation of torture survivors in close collaboration with IRCT members;
  • Contribute to the development of tools and programmes for monitoring and evaluation of treatment approaches;
  • Facilitate trainings, capacity building and capacity development, exchange of knowledge, including dissemination of research and knowledge on treatment methodologies;
  • Facilitate the development of new training materials on rehabilitation approaches;
  • Provide relevant health input to other IRCT activities;
  • Contribute to the monitoring and evaluation of IRCT projects and programmes.
Knowledge and experience
  • Minimum 5 years experience in international health or human rights issues;
  • Master degree in public health
  • Excellent writing skills
  • Experience in managing programmes and multi-side projects
  • Experienced cross cultural team worker;
  • Experienced in capacity building, capacity development and training;
  • Experienced in data gathering, monitoring and evaluation;
  • Experience with relevant software programs.
Personal skills and communication
  • Candidates with a track record of publications in peer reviewed journals shall be preferred;
  • Open and winning personal style and excellent interpersonal skills;
  • Strong planning and prioritizing skills and ability to multi-task;
  • Fluency in English (written and spoken) and at least one of the following French, Arabic or Spanish;
  • Ability to work strategically and consider all relevant operational issues;
  • Interest in the organisation’s area of work.
Other prerequisites
  • Training as Master of public health, and;
  • Relevant other health degree (for instance: nurse, physiotherapist, psychologist, medical doctor).
Remuneration
The Health Programme Officer will be offered a competitive salary with allowances.
The Health Programme Officer will be offered a 2-year fixed term contract subject to renewal and will be expected to take residence in Denmark but with extensive travel to the region.
