Program: South Sudan Transition and Conflict Mitigation

Position: Livestock Expert

Location: South Sudan, with regional travel

Period of Performance: Short-term, beginning on/around September 1 – October 15, 2012

General Summary:
The USAID South Sudan Transition and Conflict Mitigation Program (SSTCM) has the goal of supporting the people and the government of the Republic of South Sudan in the transition to a stable, secure and productive country that can manage conflict and deliver services and economic opportunities to their citizens. Supported activities are intended to revitalize war-shattered communities, cultivate peaceful dialogue, and promote democratic transformation according to the political framework set forth in the Comprehensive Peace Agreement and the new Transitional Constitution of South Sudan.

Responsibilities:

Conduct an assessment to provide technical assistance to USAID to target and design livestock vaccination support in key areas along South Sudan’s border with Sudan. Specific tasks include:

  1. Coordination with relevant national, state, and local government stakeholders, including Ministries of Animal Resources and Fisheries (MARF).
  2. Coordination with relevant international actors, such as VSF, FAO, ILO, UNMISS, Concordis, and others to assess past and ongoing efforts, and community priorities.
  3. Travel to field locations to meet with local communities and assess the current situation.
  4. Identify the groups most in need of animal health through observation when possible, and secondary research otherwise, including explanations for why.
  5. Create an implementation roadmap identifying: a. Recommended partners and specific locations, including priority locations and modalities for pilot b. Recommended timeframes c. Recommended animal health activities or specific locations d. Recommended delivery and reporting mechanism
  6. Provide specific guidance for submission of paperwork required for USAID waivers for provision of vaccines.

    Qualifications and Experience

• University Degree in Veterinary sciences or relevant field. • Previous experience with animal health in Africa. • Field work in Sudan, South Sudan, or regionally strongly preferred. • Knowledge of USAID regulations concerning veterinary drugs and vaccines • Comfort traveling independently in remote locations of South Sudan under difficult conditions. • Fluency in English. Knowledge of other South Sudanese languages is a plus.

Field Conditions
Field conditions will be basic and difficult. There is likely to be considerable walking in wet muddy conditions and irregular access to infrastructure or mobile phone network; a satellite phone will be provided.
