Emergency Field Coordinator , Yemen

The IRC’s Emergency Preparedness and Response Unit (EPRU) is managing the launch of emergency programming in the volatile country of Yemen where there remains substantial unmet humanitarian needs. The IRC envisages a humanitarian response program targeting displaced and war affected populations, with interventions in the sectors of water and sanitation, non-food item distribution, health and child protection.

SCOPE OF WORK: The Emergency Field Coordinator leads the IRC’s response efforts in the South of Yemen, providing management guidance to ensure rapidity of response, scale of assistance and quality within programming. As the IRC’s most senior representative in the field, the Emergency Field Coordinator must bring a senior leadership profile with a proven track record in managing emergency programming around the world successfully. The successful candidate will be confident, eloquent and organized, as the Emergency Response Team will rely on their leadership during times of high pressure and competing priorities.

The Emergency Field Coordinator will report to the Emergency Response Team Field Director/ IRC Yemen Director also based in Yemen. The Emergency Field Coordinator will be based in Aden.

RESPONSIBILITIES:

• Lead deployment of emergency response team in the South under the direction of the Emergency Response Team Field Director/ Director. Lead, oversee and coordinate IRC assessments of emergency needs and develop a response program strategy in collaboration with Host State Government, other humanitarian organizations and the ERT Field Director based in Sana’a, Regional and EPRU management teams as appropriate. • Implement emergency response programs that meet the near and longer-term program objectives needs of an affected community. Oversee IRC’s on-site humanitarian response including management of programs, operations, finance, external representation and transition planning • Oversee quality and consistency of program monitoring and evaluation processes to ensure and enhance program effectiveness and quality. • Advocate with and/or advise peer agencies, local government, and other stakeholders to influence responses to promote delivery of inclusive and high quality humanitarian services. • Oversee and ensure compliance with IRC policy, procedures and practices throughout the emergency deployment and program.

REQUIREMENTS: • University degree in related field or equivalent experience. • 6 years experience leading complex on site emergency response projects and/or programs requiring extensive judgment and interpretation. Diverse geographical professional experience preferred. • Demonstrated ability to influence peer agencies, local government and community leaders to work effectively towards a common and agreed upon result.
• Demonstrated ability to evaluate and implement best practices and processes affecting multiple technical specialties to achieve rapid, consistent and high quality outcomes. • Experience developing, resourcing and leading large budget, complex projects spanning multiple technical specialties. • Excellent verbal and written English skills. Arabic language skills advantageous.

WORK ENVIRONMENT The Emergency Field Coordinator will be based in Aden. The current security level in Aden is ORANGE civil conflict is ongoing elsewhere in the country, and travel outside Aden will be restricted to essential work related journeys and closely monitored. Strict adherence to security guidelines is requested of all IRC staff. The Emergency Field Coordinator will be provided with comfortable shared housing in Aden. This position is non-accompanied.
