British Red Cross Fleet Delegate

The British Red Cross (BRC) has prioritised long term support to partners’ programmes in health and care, disaster risk reduction and disaster preparedness, conflict transformation and organistaional development. The Aim is to help communities build greater resilience to risks and crises facing them. The Partnership Development (PD) department plays the central role in assisting partners’ to develop their capacities to deliver programmes in these sectors.

The BRC is currently supporting National Society partners’ long term programmes in Liberia and Sierra Leone. There is poor but improving road infrastructure in both of these countries. However, both national societies access communities off the beaten track. In order to deliver services safely, they need vehicles that are road worthy for rough terrain and extremely wet conditions.

In 2008 the British Red Cross, as part of its long term partnership support, donated eight (8) Land Rover Defender vehicles to both Liberia Red Cross (LNRCS) and Sierra Leone Red Cross (SLRCS). In 2011, Land Rover announced a recall on the vehicles due to an issue with the parking brake mechanism. On notification of this, Liberia and Sierra Leone Red Cross indicated that other problems related to the Land Rover vehicles were being experienced including high cost of maintenance (versus Toyota Land Cruisers), poor availability of parts/spares and necessity to have computerised diagnostics. As a result many of the vehicles were parked and not in use. From June to December 2011 information was gathered on the status of all vehicles by both National Societies to evidence the problems that were being experienced and on-going discussions held by BRC with Land Rover on reaching a suitable resolution (eg: in regard to potential repair/maintenance and aftercare)

In 2012 it was jointly agreed by BRC, Land Rover, LNRCS and SLRCS that a Fleet Delegate should be sent to confirm all the issues concerned, and to conduct driver training on the vehicles.

Job purpose

The Fleet Delegate will be required to work with the Liberia and Sierra Leone Red Cross National Societies on behalf of the British Red Cross in order to confirm the outstanding Land Rover issues, propose an aftercare package, and make recommendations for strengthening fleet management systems, conduct driver training on Land Rovers, and other vehicles if appropriate, and support the implementation of improvements within time constraints.
