Technical, administrative and logistical assistance for the joint Africa–EU strategy support mechanism (JAES SM).

The Joint Africa-EU Strategy (JAES) was adopted in Lisbon on 9 December 2007. Its purpose is to take the Africa-EU relationship to a new strategic level with strengthened political partnership and enhanced cooperation at all levels.

The JAES is formulated in terms of eight inter-related priority areas, also referred to as thematic partnerships: i) Peace and Security, ii) Democratic Governance and Human Rights, iii) Trade, Regional Integration and Infrastructure, iv) Millennium Development Goads (MDGs), v) Energy, vi) Climate Change and Environment, vii) Migration, Mobility and Employment and viii) Science, Information Society and Space. According to the Lisbon Declaration, the Joint Strategy is to be implemented through successive short-term Action Plans (APs) and enhanced political dialogue, resulting in concrete and measurable outcomes and impacts.

The purpose of this project is to provide technical assistance for the implementation of the JAES support mechanism which has the specific objective of improved results-oriented coordination, coherence and visibilityof JAES AP implementation. The JAES SM seeks to provide, on a flexible and demand-driven basis, the necessary targeted technical and administrative support to the implementing actors of the thematic partnerships, with the aim to make the working JAES arrangements more effective and efficient, and to facilitate the delivery of more concrete results.

The Technical Assistance Team comprising 4 key experts will be based in Brussels, Belgium with a regional antenna in Addis Ababa.

Your tasks

The Communication, Visibility and meeting support Officer will be based in Brussels, supporting all programme activities in the area of communication and visibility.

In the light of the JAES SM programme’s aim to improve results-orientation, coordination, coherence and visibility of JAES AP implementation, he/she will provide support to ensure efficient and effective implementation of the JAES Communication Plan, in particular with regard to outreach to stakeholders in Africa and the EU. S/He will also provide assistance in the planning, organisation, logistics and implementation of meetings and events supported under the JAES SM. S/He will work closely with the other Programme Experts and be responsible to Team Leader.

Responsibilities will include:
• Development and implementation if the programme’s communication and visibility plan in line with the overall JAES Communication Plan;
• Support in budgeting, preparing, organizing and managing workshops; meetings and other events as required;
• Assisting in the coordination of the provision of logistical support to programmes activities;
• Ensure the proper documentation and subsequent dissemination of the results (outputs) of these events;
• Maintain close liaison with mainly EC headquarters, DEVCO, EEAS, EU delegation to the AU as well as AUC contact point on all programme-related and JAES-related communication and visibility activities throughout JAES SM implementation;
• Ensure that key stakeholders are well informed on the programme’s communication and visibility plan and the JAES Communication Plan;
• Establish in close cooperation with the two Programme Management Experts, a system to closely monitor and evaluate implementation of the programme’s communication and visibility plan;
• Advise on high quality editing and formatting for all programme-related documentary outputs;
• Assist in the preparation and elaboration of relevant communication and visibility material f the JAES SM as specified in the communication and visibility plan;
• Promote the steady flow of information between the JAERS SM programme and other JAES-related programmes and initiatives with a view to facilitating complementarities and mobilizing synergies between thematic partnerships;

Your profile

Qualifications and skills:
University degree qualifications in communication, journalism; International relations, Public Affairs or a related discipline;
Proven excellent report writing and communication skills;
Fluent in English and French;

General Professional Experience:
At least 5 years of relevant professional experience.

Specific Professional Experience:
At least 3 years experience in the area of communications relating to international policy and / or development cooperation programs;

Desirable Experience/ Qualifications:
Prior experience working in the area of communication and/or visibility; relating to the EU and EC programs, JAES and/or African Union;
Organisation of events and meetings;
Knowledge and practical experience of Project Cycle management;
Prior working experience with Africa will be an asset.


Assignment period

The intended commencement date is in October 2012 for a period of 36 months.
