The African Union Commission (AUC) is charged with Africa’s rapid integration and sustainable development. An integrated infrastructure development is essential for economic development, peace building and for greater regional integration. However, Africa’s infrastructure networks remain highly fragmentary and bottlenecks continue to exist, especially with regard to delivery of infrastructure services. The need for strong coordination among the various institutions dealing with infrastructure was underscored by the Heads of State. Based on this fact, a design for an Institutional Architecture for Infrastructure Development in Africa (IAIDA) was proposed with in order to support the implementation of the Programme for Infrastructure Development in Africa (PIDA), and to serve as a backbone for the implementation of any AU Infrastructure Programme. IAIDA is expected to create an integrated and enabling management environment, capable of enhancing the capacity of the African Union Commission and its institutions. IAIDA should therefore streamline all national, regional and continental efforts, and serve as a unique platform where all business processes for infrastructure development will be undertaken and shared. Each governing body will be assigned a role and clear responsibility to avoid duplication of tasks and events in order to win tangible achievements in the development of the infrastructure in Africa.
Your tasks
- Carry out mappings of public and private funds in the infrastructure sector
- Design domestic and international resource mobilization strategies for PIDA
- Identify potential funders for infrastructure such as development banks, private equities, bilateral and multilateral donors
- Prepare up to date frameworks and instruments for the AUC, NPCA and RECs to make use of resources for infrastructure development
- Identify Public Private Partnership (PPP) options and conduct market sounding exercises for the infrastructure development
- Support the Department of Infrastructure and Energy with financial operations for implementing major infrastructure and energy projects
- Assess ways to reach a broader range of financial partners and expand partnerships
- Provide recommendations for the implementation of cooperation arrangements with partners and asses all actions to facilitate the provision of technical support
- Support the Department of Infrastructure and Energy as the key staff member by identifying human resources requirements and costs, preparing TORs and managing the recruitment of staff
- Assist in the formulation, preparation and management of a logical framework and methodology for a resource mobilization strategy
Your profile
You have an academic degree in Economics, Finance, Business Management or equivalent, and extensive experience in a senior management position dealing with infrastructure financing projects. Moreover, you obtained further training in handling legal and contractual agreements. You have proven skills in strategic planning, negotiation, facilitation and the management of complex project agreements. You are very well experienced in infrastructure development financing, in financial analysis of project proposals in the public sector (preferably in Africa) as well as with Public Private Partnerships (PPP). Therefore, you are as well familiar with with existing rules and regulations for PPP. Your excellent interpersonal skills come along with the ability to work in a multi-cultural African environment. You are proficient in one of the African Union working languages English or French. Familiarity with Arabic or Portuguese would be an asset.
