DEPUTY CHIEF OF PARTY/COMMUNICATIONS MANAGER, PERU

Deputy Chief of Party/Communications Manager, Peru

We are currently seeking a Deputy Chief of Party (DCOP) for an anticipated USAID-funded local development project in Peru that will address the challenges facing Peruvian communities and institutions. The project’s primary focus will be to promote and sustain licit local development in communities formerly dependent on an illicit economy, primarily in the regions of Ucayali, Huanuco and San Martin. The DCOP/Communications Manager will coordinate contract management and implementation tasks, be the primary liaison with USAID/Peru on communications matters, and adjust programs and operations in response to USAID/Peru technical direction. The position is subject to ACDI/VOCA’s award of the program.

Responsibilities:

  • Work closely with the Chief of Party to manage the communications component of the program and communications program deliverables, including compliance with USAID rules and regulations.
  • Lead the technical implementation and direction of the communications component with a focus on the target population of project participants.
  • Oversee the work of subcontractors contributing to communications objectives and provide technical direction on subcontractors’ work.
  • Coordinate with the media to promote the program’s messages about licit lifestyles as well as promote program activities and accomplishments.
  • Identify staffing needs, participate in hiring and supervise program staff.
  • Work with a wide range of counterparts and beneficiaries, including USAID representatives and senior level Peruvian officials, municipal governments, NGO representatives, media and local civil society.
  • Contribute to the development and preparation of all reporting requirements, templates and periodic reports to USAID, the government of Peru, ACDI/VOCA headquarters and other partner organizations.
  • Work with media and NGO counterpart leaders as necessary on capacity building activities.
  • Represent ACDI/VOCA at meetings, workshops, and other events as required.


Qualifications


Qualifications:

  • 5+ years of experience managing complex programs of a similar scale, particularly in drug-producing countries, and/or South American countries.
  • A master’s degree in a relevant field, such as agriculture, business administration, economics, education, or training, is required.
  • Demonstrated technical expertise in communications, agricultural development, economic growth, community development, and/or integrated rural development.
  • Experience in building and effectively supervising a diverse team of employees.
  • Demonstrated effective interpersonal skills, pro-activeness, creative problem-solving and ethical management in a similar context.
  • Prior experience working with international donors. USAID experience preferred.
  • Excellent oral and written communication skills.
  • Fluency in English and Spanish, written and spoken, is required.
