Requirements:
An appropriate Bachelor’s degree or equivalent qualifications plus 6-10 years’ relevant experience.


The following will serve as strong recommendations:
• Knowledge of the Public Finance Management Act (PFMA);
Generally Accepted Accounting Standards; International Financial Reporting Standards; King II; National Road Traffic Act and Regulations; Strategic Planning and applicable frameworks; and risk management • Negotiation skills • Contract management skills • Project management skills.


Duties:
• Provide strategic advice on the infrastructure hardware used in the manufacturing of driver’s licence credit cards and storage of databases • Provide information communication security expertise on the driver’s licence credit card • Provide technological advice on database linkage of the credit cards with other national databases, eg e-NATIS • Provide strategic advice on the relevant software that must be utilised/procured in line with the entity business requirements • Negotiate licensing agreements, software support and renewal • Provide advice on improvements required on the infrastructure hardware for the entity to provide service delivery • Analyse systems or ICT improvements requested by service providers and recommend the entity to EXCO • Manage contracts • Draft Service Level Agreements with service providers • Negotiate favourable terms with service providers on all contracts, eg for the production of driver’s licence cards, and the manufacturing and maintenance of a Live Capture Unit (LCU) • Implement effective contract management practices to ensure that the entity obtains value for money paid • Manage assets • Establish effective structures for the management of Live Capture Units and their terms of reference • Develop an asset management plan for all assets in all 9 provinces • Draft minimum security standards that must be implemented by Driver’s Licence Testing Centres to protect the LCU • Develop and monitor the implementation of a Memorandum of Understanding on LCU management between the entity and provincial representatives • Manage relationships with stakeholders • Develop and monitor the implementation of a Memorandum of Understanding (MOU) between the entity and provincial departments (9 provinces) • Provide strategic direction to the Directorate and ensure achievement of strategic objectives • Develop the strategic plan for the Directorate in line with the National Treasury Framework • Formulate an annual performance plan for the Directorate • Prepare the budget for the Directorate in line with the MTEF period, addressing all strategic objectives • Implement effective monitoring and reporting processes that will ensure that the Directorate’s operations are performed within the approved budget • Ensure compliance with procurement prescripts in the procurement of goods and services • Prepare monthly performance reporting on the achievement of the Directorate’s strategic objectives • Ensure good governance in the entity • Attend entity management committee meetings (EXCO, Audit Steering Committee, Risk Management Committee) • Manage all Human Resource Management issues in the Directorate • Ensure that performance agreements exist for all officials in the entity • Assess staff in line with the performance management system • Provide guidance, supervision and support to all staff in the entity.

interests and must sign a performance agreement/contract with the Acting Deputy Director-General: Civil Aviation within three months from assumption of duty.
