DIRECTOR (Regional Office for Asia and the Pacific), D1,(FUKUOKA)

Org. Setting and Reporting


The United Nations Human Settlements Programme, UN-Habitat, in the United Nations agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. This post is located in the Regional Office for Asia and the Pacific (ROAP), UN-Habitat.


Responsibilities


Working closely with the Head, Project Office, and the Thematic Branch Coordinators, and reporting to the Office of the Deputy Executive Director for all political and representative matters, the incumbent’s responsibilities will be as follows:
Policy-Making:
• Contributing to the overall policy and strategy development of UN-Habitat, including in the regional dimensions;
• Providing leadership in the development and implementation of UN-Habitat’s operational strategy for the region and sub-regions;
• Encouraging international cooperation to implement the Habitat Agenda and represent the organization at all high level events and fora in the region.

Programme Development and Implementation:
• Providing leadership in the formulation of the annual work programme of the region and coordinating its implementation;
• Monitoring emergency needs and issues in the region in the context of human settlements and developing and implementing appropriate response strategy and projects;
• Maintaining productive relations with the host government and supporting institutions and mobilizing resources for activities in the region;
• Ensuring regional presence of UN-Habitat by undertaking or participating in activities that foster country-to-country cooperation, knowledge management, and exchange of experience in varied aspects of human settlements across the region;
• Promoting and implementing UN-Habitat operational activities and the implementation of UN-Habitat global programmes, global campaigns and the Mid Term Institutional Strategic Plan.

Management and Supervision of the Office:
• Managing and supervising the work of the Office, including administration, personnel, procurement and financial management;
• Approving financial authorizations for accounts under the Office control;
• Ensuring timely reporting to Headquarters and all the agencies funding its operational activities, including annual and quarterly reports.


Competencies


Professionalism: Ability to negotiate with high-level Government, multi and bilateral technical and funding agency officials. Proven capacity to motivate and manage a multi-national team of staff. Ability to present and debate in public fora and events the main policy and substantive messages related to the development issues identified with the Programme’s work. Familiarity with UN policies, procedures and practices, including those relevant to technical cooperation projects. Remains calm in stressful situations.

Communication: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.

Leadership: Serves as a role model that other people want to follow; anticipates and resolves conflict by pursuing mutually agreeable solutions; establishes and maintains relationships with a broad range of people to understand needs and gain support; provides leadership and takes responsibility for incorporating gender perspectives and ensuring the equal participations of women and men in all areas of work; demonstrated knowledge of strategies and commitment to the goal of gender balance in staffing.

Managing performance: Delegates the appropriate responsibility, accountability and decision-making authority; accurately judges the amount of time and resources needed to accomplish a task and matches tasks to skills; regularly discusses performance and provides feedback and coaching to staff; and actively supports the development and career aspirations of staff.

Judgement/Decision-Making: Identifies the key issues in a complex situation and comes to the heart of the problem quickly; gathers relevant information before making a decision; takes decisions with an eye to the impact on others and on the Organizations; determines that the actions proposed will satisfy the expressed and underlying needs for the decision; makes tough decisions when necessary.


Education


Advanced university degree (Master’s degree or equivalent) in urban and regional planning, housing, or social sciences relevant to development and management of human settlements. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.


Work Experience


A minimum of fifteen years of relevant work experience in multi-disciplinary human settlements development work, of which at least ten in the international arena.


Languages


English and French are the working language of the United Nations Secretariat. For this post, fluency in written and oral English is required. Working knowledge of another UN official language would an advantage.


Assessment Method


Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.
