Background

The United Nations Framework Convention on Climate Change (UNFCCC) is the focus of the international political process to address climate change. The UNFCCC secretariat supports the Convention and its Kyoto Protocol through a range of activities, including substantive and organizational support to meetings of the Parties.

The Implementation Strategy Unit of the Executive Direction and Management Programme provides strategic direction and coordination of implementation within the secretariat and ensures overall coordination of, and oversees substantive strategy development and advice for the inter-governmental process, including the work of the Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP).

The ADP, a new subsidiary body under the Convention, was launched in December 2011 by COP 17 in Durban. During its first session held in Bonn in May 2012, the ADP agreed on its Bureau, adopted its agenda and initiated two work streams, one addressing matters related to paragraphs 2–6 (work stream 1) of decision 1/CP.17 and another addressing matters related to paragraphs 7–8 (work stream 2) of that same decision. Parties are preparing for a meaningful discussion under both work streams in Bangkok in preparation for the resumption of the ADP’s first session in Doha.

Objective

The objective of this contract is to assist the Implementation Strategy Unit in supporting the work of the ADP in 2012, and to prepare for the ADP’s work in 2013.

General terms of reference

The individual contractor/candidate, under the guidance of the Director of Implementation Strategy and the supervision of the Acting Secretary to the ADP, shall undertake the following tasks:

Task I: Preparations for the resumed first session of the ADP in Doha.
Prepare briefing notes, concept notes and background materials that could be used to advise the ADP Co-chairs in facilitating discussions among Parties in Doha.
Contribute to an information note for Parties to be issued by the Co-chairs prior to the session.
Provide support as required to the incoming COP 18 Presidency on ADP matters in preparation for Doha.


Provide support as required for preparations for the pre-COP meeting to be held in the Republic of Korea and any other informal consultations that may be undertaken prior to Doha.
Summarize submissions and inputs from Parties and observer organizations for the consideration of the ADP Co-chairs and prepare accompanying advice to the Co-chairs on how to take these inputs into account.
Undertake tasks arising from the Bangkok session and any preparatory tasks for Doha and for 2013 as determined by the Acting Secretary to the ADP.

Deliverables: Briefing notes, concept notes, and other background materials; draft information note for the session; summary of inputs from Parties and observer organizations.

Task II: Substantive support to the ADP in Doha
· Provide substantive support to the work of the ADP under its work stream 1.
· Assist in supporting work related to the Work Plan on Enhancing Mitigation Ambition under work stream 2.
· Coordinate with the Secretariat’s ADP support team to ensure the timely provision of support to the Acting Secretary to the ADP, the ADP Co-chairs and the negotiating process.
· Support any consultations or activities of the incoming COP 18 Presidency that relate to the ADP, in collaboration with the Secretary to the COP and her team.
· Organize and support bilateral consultations by the ADP Co-chairs as well as any consultative arrangements that the ADP Co-chairs may initiate with groups of Parties.
· Coordinate the technical process of preparing precursor texts, draft conclusions and/or decisions and reports of the ADP in Doha.
· Contribute to the archiving of the preparatory work for the first session of the ADP and in-session work related to the ADP.

Deliverables: In-session updates; summary of discussions among Parties; speaking notes, tools and background material that could be used by the Co-chairs or the incoming Presidency to facilitate discussions among Parties; draft conclusions and/or draft decisions arising from the work of the ADP; ADP archive.

Task III: Preparations for the work of the ADP in 2013
· Based on the views of Parties and under the guidance of the ADP Co-chairs, undertake scoping work to prepare for any activities of the ADP that may be agreed upon in Doha for 2013, including any intersessional work, submission processes, possible technical inputs, requests for tasks to be undertaken by the secretariat, workshops, roundtables and negotiating sessions.
· Support the Acting Secretary to the ADP to coordinate the implementation of decisions arising from the Doha Climate Change Conference related to the activities of the ADP in 2013.

Deliverables: Contribute to a paper for the ADP Co-chairs on possible ADP activities for 2013. Implementation plans for relevant decisions arising from Doha and organization of activities for 2013.


Requirements and qualifications

· A minimum of a relevant undergraduate university degree. A postgraduate degree relevant to the intergovernmental climate change process would be an advantage.
· A minimum of 5 to 7 years of progressively responsible experience, including in an international environment, of relevance to international climate change policy and law.
· Knowledge and experience of the procedures and practices of the intergovernmental negotiating process.
· Excellent organizational skills, including the proven ability to effectively perform multiple tasks and to set priorities.
· The ability to work effectively as part of a team and to communicate effectively with other colleagues in the secretariat, Parties and presiding officers.
· Proficiency in information technology.
· Fluency in English and highly developed communications skills. Knowledge of other official languages of the United Nations would be an advantage.
