Gender Focused Technical Specialists for the Advancing the Agenda of Gender Equality (ADVANTAGE), USAID Indefinite Quantity Contract

Social Impact (SI) is an Arlington based, woman owned international development management consulting firm. We provide a full range of innovative management consulting, technical assistance, and training services to strengthen international development programs, organizations and policies. We provide services globally in the areas of democracy and governance, health and education, the environment, and economic growth.

SI seeks technical experts for an anticipated USAID funded indefinite quantity contract. The contract, Women in Development, will provide technical assistance supporting USAID in its commitment to gender equality and its goals to integrate gender into its strategic objectives, project design, and overall program monitoring and implementation. Specific technical categories and qualification are listed below; each category requires a senior-level, mid-level, and junior-level specialist.

Population, Health, and Nutrition (PHN)

• Degree in public health, nutrition, or a related discipline; Ph.D. for senior-level, M.A. for mid-level, and B.A. for junior level.
• International experience; minimum eight years for senior-level, six years for mid-level, and four years for junior-level.
• Experience working on PHN issues that have a specific impact on girls and women; minimum five years for senior level, four years for mid-level, and two years for junior-level.

Social Sciences

• Degree in social sciences (anthropology, sociology, economics, political science, etc.); Ph.D. for senior-level, M.A. for mid-level, and B.A. for junior level.
• Specific training in social research methods/design and rapid appraisal methods.
• International Experience; minimum eight years for senior-level, six years for mid-level, and four years for junior-level.
• Experience working on issues directly related to women in developing countries.
• Experience working with USAID Missions.

Democracy and Governance

• Degree in political science or one of the social sciences; Ph.D. for senior-level, M.A. for mid-level, and B.A. for junior level.
• International Experience; minimum eight years for senior-level, six years for mid-level, and four years for junior-level.
• Experience in designing, monitoring and/or evaluating programmatic approaches to gender-sensitive development issues in both legal reform and civil society development; minimum five years for senior-level, four years for mid-level, and two years for junior-level.
• Potential issues include: inheritance and women’s land ownership, access to credit, banking and financial services, domestic violence and trafficking in persons, women’s political participation, and how armed conflict affects women and men differently.

Law

• J.D. training in human rights and international law, with a focus on women’s rights, including specific training in civil liberties, marital law, and inheritance law.
• Experience in designing and implementing women’s rights activities in developing countries; minimum seven year for senior-level, four years for mid-level, and two years for junior level.

Program/Policy Analysis

• Degree in macro or microeconomics, educational economics, education policy and planning, or related fields; Ph.D. for senior-level, M.A. for mid-level, and B.A. for junior level.
• Experience in policy analysis, public administration, management, or social science with a specific emphasis on economic and social issues; minimum eight years for senior-level, five years for mid-level, and three years for junior-level.
• Skills in the quantitative and qualitative analysis of programs and policies in developing countries, including cost-benefit analysis.
• Experience working with methodological approaches to assessing policy reforms in developing country settings and advising developing country governments on policy development and implementation; minimum five years for senior-level, three years for mid-level, and two years for junior-level.

Environment

• Degree with a focus on natural resource management, energy and the environment, anthropology, sociology, economics, or another natural or social science discipline; Ph.D. for senior-level, M.A. for mid-level, and B.A. for junior level.
• International Experience; minimum eight years for senior-level, six years for mid-level, and three years for junior-level.
• Experience with environmental and natural resources issues with an impact on women in developing countries; minimum five years for senior-level, four years for mid-level, and one year for junior-level.
• Experience in working with USAID Missions.

Training/Education

• Degree in education or another relevant discipline; Ph.D. for senior-level, M.A. for mid-level, and B.A. for junior level.
• Experience in developing, managing, and delivering training programs; minimum eight years for senior-level, six years for mid-level, and three years for junior-level.
• Experience with gender issues related to education; minimum five years for senior-level, three years for mid-level, and one year for junior-level.
• Experience in the development of gender-specific training for international organizations and NGOs.

Economics

• Degree in economics; Ph.D. for senior-level, M.A. for mid-level, and B.A. for junior level.
• Experience working in USAID-assisted countries in environment and natural resources, democracy and governance, human capacity development, economic growth, education, training, and/or population, health and nutrition; minimum eight years for senior-level, six years for mid-level, and four years for junior-level.
• Experience on issues directly related to women; minimum five years for senior-level, four years for mid-level, and two years for junior-level.
• Experience in national- and sector-level management, program planning, and policy analysis.
• Experience with current gender analysis tools along with qualitative and quantitative assessments of women’s productive capacity.
