Handicap International Hygiene Promotion project manager

Handicap International is an independent and impartial international aid organisation working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights.

Handicap International is a not-for-profit organisation with no religious or political affiliation. It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission.

Through its Emergency Response Department (ERD), created in 2006 after the merge with Atlas Logistique, the organization is committed to: - Provide an adequate response to major natural disaster and conflict situations, anywhere in the world as much as possible within 72 hours; - Provide assistance to vulnerable groups (refugees, IDPs, persons with injuries, elders, children, etc.) affected by a crisis and maximize the number of beneficiaries. Within vulnerable groups, target especially PwD and meet their specific needs; - Constantly monitor chronic crises and/or conflicts to ensure preparedness for and rapid response to eventual emerging needs.

Directly linked to the Emergency Response Department of Handicap International France, the expatriate will be mandated for the following mission:

MISSION CONTEXT

Handicap International is present in Pakistan since 2005, in response to the earthquake. Since then, the organization has maintained a continuous presence in the country, ensuring humanitarian aid to the population victims of the conflict and / or natural disasters. In 2009, Handicap International responded to the needs of IDPs and refugees in KPK province, and, in 2010, to the needs of the flood affected populations in both KPK and Sindh provinces. These emergencies, as well as the new floods that hit again Sindh province again in 2011, led to a considerable increase in the volume of Handicap International’s activities and consequently in the number of staff (up to more than 700 employees).

At the present time, the intervention of Handicap International is falling under three main axes:

Conflict Response - KPK province (from 2009 to 2012) - Direct response to the basic and specific needs of vulnerable people through a disability and vulnerability approach - Provision of safe and accessible water and sanitation (WASH) facilities for vulnerable people and those with restricted mobility, through construction and modification of existing facilities - Delivering mine risk education at community and district level, through dissemination of information and advocacy

Flood Response 2010 and 2011 - KPK and Sindh provinces (from 2010 to 2012) - Direct response to the basic and specific needs of vulnerable people through a disability and vulnerability approach - Provision of safe and accessible water and sanitation (WASH) facilities for vulnerable people and those with restricted mobility, through construction and modification of existing facilities - Cash for work to support repairs and cleaning of municipal drainage systems - Rehabilitation or full construction of transitional shelters, through a community participation approach

Development Activities - KPK province (from 2011 to 2012) - Community based disaster preparedness - Advocacy and technical support to local and international stakeholders at various levels - Ageing and Disability Task Force (ADTF) since September 2010

In Sindh province, in continuity of a previous coordinated project comprised of WASH, shelter and DVFP components, a new hygiene promotion project will start at the beginning of September 2012 in 40 rural communities already identified. This new project will include a water component (implying the supervision of hand-pumps construction and maintenance, the distribution of SODIS kits and the formation and training of water committee) and a strong hygiene promotion component (several type of activities in link with water, sanitation and hygiene and adapted for each specific group of the population).

MAIN RESPONSABILITIES OF THE EXPATRIATE

Based in Makli (Sindh province), under the direct responsibility of the Field Coordinator Sindh, the Hygiene Promotion Manager will be in charge of the global coordination of the hygiene promotion project implemented in Sindh (may it regards strategic, operational, human, material or financial aspects):

More specifically, you will in charge of:

HUMAN RESOURCES MANAGEMENT - Writing of job description, recruiting and training of your team (1x Deputy, 2x Project Officers and about 20 other national staff); - Managing day-to-day personnel activities (including any local, contracted personnel/daily labour) in accordance with national law and organisational guidelines; - Ensuring regular coordination meeting; - Doing regular appraisal of your staff; - Take a disciplinary measure in any case one staff would not respect the internal regulations, the job description or the security rules; - Coordinating with administration and the Field coordinator for any change you think relevant in the status of your staff (title, salary) or in the organisational chart; - Be concerned and aware on the personal and professional evolution of each member of your staff, and its development within the mission; - Ensure conflict resolution (personal and professional) within your team in coordination with the Field Coordinator.

LAUNCHING OF THE PROJECT In the first weeks of the project and under the supervision of the Field Coordinator: - Recruiting and training of your team ; - Identifying the supply needs and doing a purchase plan in coordination with the log and admin department ; - Doing a detailed action plan for the duration of the project; - Doing a detailed budget forecast in coordination with the log and admin department and based on the purchase plan and on the detailed workplan ; - Preparing all the activities: guideline, detailed workplan, data collection and monitoring tools, workplan in coordination with your HQ technical advisor and with the Monitoring and Evaluation cell on the mission; - Ensuring the use of the project, log, admin tools developed by the organization.

IMPLEMENTATION AND FOLLOW-UP OF THE PROJECT - Ensuring the good operational implementation of the project (quality, reliability and consistency) on the ground, according to the standards of the organization, and the achievement of the activities you are in charge of, and more specifically: • Identification of key hygiene practices to be addressed and sectors of the population with whom to engage and develop an appropriate communications strategy to promote safe practices; • Mobilization of the targeted communities as appropriate for participation in planning, construction, operation, and maintenance of WASH facilities and services; • Design, implementation, and monitoring of HP activities appropriated to specific sectors of the community, e.g. children, youths, women, and men; • Following the distribution of non-food items related to public health, promotion of their effective use; • Implementation of practical activities; • Establish implements and monitors the Water committee for the water supply scheme built by HI; • Ensure that Hygiene Promotion activities are in line with relevant standards, codes of conduct, and humanitarian principles; • Use participatory approaches as far as possible throughout the programme cycle, in training, and in the use of tool kits and other materials; • Ensure that Hygiene Promotion activities and resources are implemented and handed over or ended in a way that promotes local capacities and sustainable operations; • Ensure that activities reflect the needs of specific groups and individuals’ e.g. elderly people, children, and people with disabilities; - Collecting weekly data from the staff, ensuring their accuracy, providing the team with feed-back ; - Ensuring the follow-up of the quantitative and qualitative indicators, respecting the logical framework and the project cycle; - Plan the evaluation of your activities and an impact survey at the end of your project; - According to evolution of the needs and context, propose adaptations of activities in order to best respond to the needs in the frame of the proposal; - Managing the program budget by controlling /authorizing expenditure; - Ensuring a sustainable use of the materials used by the operational teams; - Ensuring the respect of guidelines, of logistic and administrative procedures ; - Ensuring on a weekly basis coordination with log and admin departments to follow the progress of supply and expenses ; - Ensuring on a weekly basis coordination with the Monitoring and Evaluation officer in order to ensure a proper follow-up on your activities ; - Informing your line manager of any relevant information which could impact positively or negatively the project in terms of achievements, duration, costs, quality.

REPORTING - Ensure a regular reporting to your line-manager (weekly and monthly SITREP) and upon his/her solicitation; the reporting must include quantitative and qualitative data on your activities, logistic follow-up, budget and HR follow-up and any other information related to your project ; - Using the reporting tools developed by the organization ; - Ensuring donors’ reporting when required ; - Transmitting regular activity reports to humanitarian coordination and local authorities; - Providing your line manager and your head of mission with a mission report or handover document at the end of your contract; - Debriefing at HQ at the end of your mission (and during the 6-month home-break).

STRATEGY - Paying attention to the capitalisation of your project by drawing up technical notes, maps and reports ; - Organizing field assessments upon the request of your Field Coordinator; - Contributing to the writing of further concept note and proposals under the supervision and guidance of your Field Coordinator and Head of Mission.

SECURITY MANAGEMENT - Ensuring the respect of the security guideline and recommendations adopted on the mission, by yourself and the team under your responsibility, as well as the good functioning of the relative tools and process and the correct use and acknowledge from all the members under your responsibility; - Ensure that every single incident you are involved in or witness of is reported as fast as possible through the appropriate channel; - Ask your line manager for additional information if a decision is unclear or not well understood.

EXTERNAL COORDINATION - Representing HI with Governmental Authorities, UN agency, Cluster groups, INGO, NGO, and any other stakeholders involved in WASH activities; - Writing minutes of formal meetings with other partners; - Coordinating assessments, plans, and activities with other agencies (governmental and non-governmental), as necessary.

PROFILE REQUIRED

  • Degree in Public health or degree in engineering with Public Health specialization
  • At least 2 years of professional experience in a related field and in project management
  • Previous experience in NGOs necessary, preferably in emergency contexts
  • Good level of English mandatory (oral and written)
  • Strong interpersonal and intercultural skills
  • Ability to work under pressure
  • Strong time management and organizational skills
