Head of the EUREKA Secretariat

EUREKA is a pan-European initiative with the overall aim to raise the productivity and competitiveness of Europe’s industries and national economies in the global market by supporting market-oriented R&D&I projects by industry, research centres and universities across all technological sectors. The EUREKA network unites 41 member countries and the European Union as its 42nd member. It is chaired by one of the member states on an annual, rotational basis.

The EUREKA Network is serviced by the EUREKA Secretariat (ESE) which provides policy and administrative support to the Chair and the member countries.

The EUREKA Chair is now seeking a person for a high-level position to lead the EUREKA Secretariat and to take an important part in the continuous development of the network at operational and strategic level alike. The successful candidate is expected to contribute to a major extent to the successful future of EUREKA, the largest and most prestigious Pan-European/international innovation organisation.

The EUREKA Secretariat is located in Brussels with a team of more than 30 international staff members.

The EUREKA Secretariat

  • supports all activities, including relevant policy issues, of the EUREKA Chair and the Network
  • implements the Eurostars Programme, a funding programme jointly run by EUREKA member countries and the European Commission (www.eurostars-eureka.eu)
  • supports the EUREKA-clusters

The Head of the EUREKA Secretariat is entrusted with

  • the daily management of the EUREKA Association,
  • assisting the EUREKA chair in preparing and implementing its annual programme,
  • keeping contacts with member countries and the European Commission
  • overall management of the Eurostars Programme
  • implements the Annual Resource Plan of the Secretariat

QUALIFICATIONS:

EDUCATION: Minimum bachelors degree or equivalent, preferably in industry-relevant science, engineering, economics, law or international relations. Higher relevant education will be considered as an asset.

WORK EXPERIENCE:

  • Minimum 10 years’ professional experience in business, industry and/or public administration, several years of which are at an international level.
  • Minimum 5 years’ experience at senior (international) policymaking and management level in private or public sector including networking, organisational issues within a multicultural and multinational environment. Proven ability to yield results.
  • Minimum 5 years’ experience in dealing with national/multilateral/European R&D&I policy issues and running research and development programs would be considered as an advantage.

LANGUAGE SKILLS: High level of fluency in English and at least one of the other European languages is required.

  • extensive and relevant diplomatic and multilateral skills and experience
  • sound knowledge of the operation of national/European R&D&I policies and multilateral innovation activities
  • the successful candidate should be outgoing and friendly and at the same time, tactful and firm to be a credible interlocutor with all relevant parties.

EMPLOYMENT CONDITIONS:

This full‐time position is offered for a 4-year contract with a possibility of a single prolongation for another 4 years, under Belgian employment legislation and tax regime.
The place of work is Brussels, Belgium. The job requires a significant amount of travel.

Taking into account the scope of responsibilities, the level or remuneration will be in line with that of a comparable high level position.

The selected candidate is expected to start his/her work on January 2013.
