The Position

The Incumbent of the position is responsible for managing all the Small and Medium Enterprises Finance (SMEF) operations in a due manner; developing the network of the SMEF branches; implementing the business plan concerning the development of SMEF activities; developing and implementing relevant and timely manuals and procedures for the SMEF; setting departmental objectives and standards of performances and persuading staff to achieve them; managing, supervising, delegating, monitoring, and appraising the unit based staff performance; establishing and maintaining within the department a harmonious and productive working environment; and establishing and maintaining working relationships with other units of the Bank.

•Ensures that the SMEF operations are carried out in a due manner and in full alignment with, and adherence to the Bank's vision and objectives and commitment.

•Ensures that timely and relevant strategies, standards, manuals and the credit delivery methodologies and procedures are in place and implemented in a due manner.

•Ensures that at departmental level realistic and measurable objectives are set, communicated, re-enforced, and staff are trained and empowered enough to achieve them.

•Ensures that competent and dedicated staff are recruited, trained and retained; and their performance managed, monitored and appraised in a timely manner; required resources, support and coaching are provided to staff; and a meaningful and clearly defined within department segregation of duties is in place and regarded.

•Makes sure that a working environment of mutual respect, trust, cooperation and open communication is established and maintained where every employee feels honored and empowered as an individual as well as a professional; where the boundaries within department and intra-units duties and responsibilities are clearly defined and communicated to staff; and where productive working relationships with other departments of the Bank are established and maintained.

•Makes sure that clear, complete and precise reports are produced and channeled to the respective parties in a timely manner.

•Serves the role as an effective management team member; represents the department in any Bank forum and collaborates with the CEO for facilitating his presentation of the Bank in any forum outside of the First MicroFinance Bank Afghanistan (FMFB-A), by providing accurate and up to date information.

•Ensures that a well thought out expansion of the SMEF operations; and an extension of the network is planned and implemented.

•If the selected candidate is an expatriate, it will be required that well before the completion of the contract; a second-line from amongst the local staff is created with the objective to localize the position.

•Any other tasks as assigned by the respective supervisor.

The Requirements

•At least baccalaureate in banking, and/ business administration.

•At least 10 years experience in banking with a focus on SMEF. Having a hands-on experience in MicroFinance and/ or Commercial banking is an asset.

•High level proficiency in spoken and written English, management and supervisory skills, computer literacy, advanced banking skills, demonstrated knowledge of SMEF, conceptual skills, conflict management skills, problem solving and decision making skills, communication/ interpersonal skills, coaching, mentoring and counseling skills.

•Commitment; resourcefulness and ability to develop subordinates; ability to mobilize staff to achieve challenging objectives; believing in and promoting a conducive working environment; believing in a promoting open and two-way communications; resolute; a demonstrated desire to understand, communicate and re-enforced the bank's vision and objectives; and ability to develop manual/ procedures.
