IFRC Haiti Human Resources Delegate

Background:

Purpose of position:


The Human Resources Delegate-Systems and Policies, National Staff is responsible for providing Human Resource support to the Haiti Operation in line with the overall Federation Global HR approach. He /She is an integral member of the Human Resources Team and is accountable, under the direction and guidance of the Human Resources Coordinator, for executing human resources support for the operation in Haiti, with main focus on management of national staff issues.


Description of Key Duties and Responsibilities:

Establish an effective system to manage national staff in cooperation with the national societies involved in Haiti Operation, ensuring that rules, regulations, procedures and processes for this staff category are clearly outlined and are in line with National labour laws and other legal requirements.

Coordinate HR business processes mapping and elaboration of the content of internal standard operating procedures in national staff HR management and manage workloads of the supervised staff.

Develop efficient human resources information systems and ensure development of an up to date database system.

Ensure effective and efficient implementation of payroll software system for national staff of all RC Movement partners and provide technical backup and support.

Ensure effective and efficient implementation of the RC Movement compensation tool for national staff. Based on local market research, ensure continuous review of working conditions of national staff and implement approved recommendations to attract quality staff from this category.

Coordinate national staff recruitment utilizing the Federation systems and procedures and provide top quality and committed national professionals in all core areas of operations, programming and support services.

Contribute to the nurturing of a working environment which enables effective performance and compliance of set standards of conduct and discipline amongst all national staff. Monitor advice and ensure effective management of all national staff disciplinary matters in accordance with established policies and procedures. Mediate conflict, grievance and harassment cases.

Support and mentor the national human resources team to ensure quality of HR services and alignment of the human resources function with priorities and objectives.

Participate and/or lead special human resources projects or task forces as assigned. Prepare reports and observations, when necessary. Ensure facilitation of knowledge building and knowledge sharing within operations/PNS/projects staff on HR issues.

Assist in ensuring reduction of human resources management risk factors. In liaison with staff health and health department, ensure the implementation of workplace programmes that benefit national staff. Liaise with learning and development unit for development and implementation of learning programmes that benefit development of all national staff.

Deputise for the Human Resources Coordinator when requested during his/her absences.


LATERAL RELATIONSHIPS:


1.Ensure effective working relationship with the Human Resources Coordinator Haiti.
2.Ensure effective working relationships with National Society counterparts and leadership.
3.Ensure effective working relationships with head of missions of Participating National Societies and of ICRC.
4.Ensure effective working relationships with technical teams and services units and departments at zone and global secretariat level.


ACCOUNTABILITY:


1.To ensure efficient and effective management of Federation resources in the operations/programmes under responsibility.
2.To ensure that the International Federation Secretariat, through the relevant counterpart, is kept fully informed on developments in the country and on the operations/programmes under responsibility.
3.To ensure compliance with Movement and International Federation policies and Secretariat management policies, procedures, processes in the area of operation.
4.To seek management and policy advice and guidance as required.

Position Requirements

Education:

Relevant university degree (B.S.) or equivalent qualification in human resources.
Relevant advanced university degree (Master's or equivalent) or equivalent qualification in human resources, training or business administration - Preferred
Basic Delegates Training Course or equivalent knowledge (IMPACT)


Experience:


3 to 5 years human resources management
3 to 5 years experience in Workforce Planning, Training and Developing HR Policies and Procedures, Project Management, Computer Information systems, Contracts Management, Implementing SLAs,Rewards Systems (Compensation and Benefits) and labour or Employee Relations.
Experience in large complex operations
Experience in working for a humanitarian aid organisation in a low-income least-developed countries
Familiarity with current standards and guidelines for humanitarian emergency response - in particular Sphere
Previous long-term missions in Haiti - strongly preferred
Acquaint with International Federation policies, procedures and systems - specially with Secretariat HR systems - Preferred
Volunteer and/or work experience at national and/or international level in the RC/RC - Preferred

Demonstrable accountability and ability to work well in a multicultural team.
Excellent stress management skills
Valid international driving licence (manual gears)
Computer Information Systems Project Management Skills. Microsoft Office (Word, Excel, Powerpoint) skills.

Other languages: Creole - Preferred
