Technology Program Manager Internews Phnom Penh, Cambodia


Internews is seeking a Technology Program Manager candidate for a potential USAID funded program in Cambodia to build on local efforts by technology-oriented civil society organizations using new technology and social media for development by formalizing a technology / social innovation lab. The Technology Program Manager will be responsible for managing all aspects of the program related to enabling the development of technology services, products, and enterprises and the creation of informative content that contributes to social, political and economic empowerment.
The goals of this program are to, through investment in social innovation processes:
1. Empower civil society and citizens with equal access to information and communications,
2. Increase access to and diversity of educational opportunities, and incubate and design technology-based solutions for CSOs
3. Train CSOs how to use media technology for development purposes.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
· Responsible for managing all aspects of the program related to enabling the development of technology services, products, and enterprises and the creation of informative content that contributes to social, political and economic empowerment.
· Responsible for creation, expansion and oversight of the social innovation lab, the technology apprenticeship program, the social enterprise incubation program.
· In-depth technical knowledge of technology for development, and a sound understanding of the progress of Cambodian technologists have made in developing new technologies
· Identify trends in development of new technologies and opportunities for integration, adaptation and use in local or new contexts

QUALIFICATIONS:
· Proven, in-depth technical knowledge of technology for development
· Sound and up to date understanding of the progress Cambodian technologists have made in developing new technologies
· Strong vision for expanding the use of social media and technology for civil society for development purposes.
· Prior experience working in the ICT and/or technology field in Cambodia.
· Educational and/or professional background with ICT and up-to-date knowledge on recent technology related developments in Cambodia.
· Prior background with project management and ability to communicate clearly in English.
· Khmer language skills are preferred but not required.
· Strong interpersonal skills, necessary to maintain good relations with relevant stakeholders;
· Ability to communicate and work effectively with developers
· Ability to work on challenges and opportunities with Khmer scripts and fonts for mobile and software platforms in the Cambodian context
· Undergraduate, graduate and/professional experience in software development, testing, quality assurance, system administration or digital consulting
· Basic familiarity with free and open source software standards
· Ability to explain complex technical subjects in lay language to less experienced technical professionals and persons
· Familiarity ith Linux operating systems preferred
