IMPORTANT NOTES:
Background: In line with the United Nations Development Assistance Framework in Iraq (UNDAF) and UNDP Iraq’s Country Programme (CPD), UNDP Iraq Rule of Law programme portfolio contributes to the UNDAF’s priority 1 of “Improved Governance, including the protection of human rights” and the 3rd outcome under this priority for Iraq to have “improved legal and operational Rule of Law framework for administration and access to justice.” Rule of law and justice is the “centrepiece of governmental legitimacy.” Strengthening the rule of law is a priority requirement for Iraq, and is the key to creating conditions for the success and sustainability of security, national reconciliation, and reconstruction and development efforts. Together with the respect of human rights, it guarantees solid foundations for building up the capacities and infrastructures of the new State, in line with the Constitution and Iraq's international obligations. The project “Criminal Justice Data Management in Iraq” is to further develop the capacity of justice institutions in Iraq to ‘integrate’ data, that is, to exchange data between justice institutions in a timely, secure, accurate and verifiable way. The project builds upon UNDP Iraq’s work with the Higher Judicial Council (HJC) in developing a pilot Case Management System in four pilot courts in Iraq; this includes the capacity building programme for both administrators and system end user of Iraq justice institutions. The stakeholder of this project is the inter-agency Working Groups (IAWG) that comprises of 14 institutions members, who are entitled to facilitate the implementation of the project. The development objective of this activity is to contribute to formulation and development of Iraq Integrated Criminal Justice Information System to facilitate information sharing at key decision points in the criminal justice process. This process will takes place across the jurisdictions of Iraq criminal justice agencies and to enhance public safety, improve decision making, increase productivity and improve access to criminal justice information. In this respect, UNDP will provide the technical assistance for the Government of Iraq to transfer knowledge and develop system enterprise architecture and business case including business process management, and standard data integration model. As well as designing of the pilot Software Application for Iraq integrated Criminal Justice Information System. In particular, the technical support provided to this e-governance pillar will handle the followings aspect:

Iraq e-Governance brief background: UNDP support for the e-Governance is part of its ongoing assistance to the Iraq, which aims at providing an integrated approach to e-governance for development within Iraq at the national, regional and local level. The e-Governance Programme is considered a vital component for reforming and moderinising Iraq’s public sector. The GoI has formulated the national e-Governance Strategic Action Plan that aims to harnesses ICT tools to improve basic services to all and to promote all-round good governance, including increased public participation, better social equity and justice as well as a general enhancement of the transparency and effectiveness of public institutions in order to build the necessary platform for a competitive, robust and knowledge-based economy. Several initiatives took place since the launch of the first version of the e-Governance Strategic Action Plan in 2010:

In particular, the e-Governance Action Plan set out the vision of a transformational model of effective and efficient government and service delivery for the Iraqi public sector. The e-Governance Action Plan concentrates on ten critical components for the transformational impact of Information, Communication and Technology (ICT) tools. For each of the ten core themes, key priority tasks were identified on a multi-stakeholder consultation basis. The ten critical components of the strategic action plan covering: Awareness Raising, Communication and Commitment; Human Capacity and Resources; Government Interoperability and Standards; Organizational and cultural change; Regulatory frameworks; Telecommunications infrastructure; Financial Resource Management, Monitoring, Evaluation and Assessments and Connecting Services and Citizens, and data and Information System. However, the Iraq Integrated Criminal Justice Information System will be build within the context of the results achieved from developing the Iraq Government Inter-operability Framework and the National Enterprise Architecture. As well as within the context of the ongoing work for the Data Policy and standardisation components.

Duties and Responsibilities | |
Objectives: Provision of senior expert(s) to assist UNDP-Iraq Country office in Knowledge Transfer and Developing of System Architecture, Business Case and designing the Pilot Software application for Iraq integrated Criminal Justice Information System under the Iraq Rule of Law”. Expected outputs: Taking into account the importance of this event, UNDP is seeking to engage a short term senior specialists with strong experience in integrated criminal justice information system. The professional seniors specialist is required to work in close consultation with Government of Iraq counterparts and the UNDP governance team; the specialists will perform the following tasks: Gap Analysis of current and future vision and participate in the preparatory of the project: To this respect survey questionnaires with the direction on how to conduct the survey need to be developed and submitted to the stakeholders to be collected by the stakeholders within ten days. Based on the provided questionnaire information, the draft gap analysis of current and future vision should draft and submit by the contractor. The contractor is also requested to contribute to the preparatory meeting scheduled to take place in Amman from 3-5 September 2012. The subject matter senior expert(s) is requested to provide an overview of the integrated justice system, critical issues that need to address, and contribute in illustrating of best practices techniques, standards and general guidelines based on international experiences in successfully designing and developing ICT Integrated Justice System. During the meeting a discussion on the stakeholder vision and elaboration on the questionnaire and the information required to conduct the gap analysis should also be conducted. The financial proposal will specify a total lump sum amount and payment terms around specific and measurable (qualitative and quantitative) deliverables.
