National Democratic Institute M&E Program Officer

The Monitoring, Evaluation & Learning team seeks an M&E Program Officer to work as part of a small functional team in supporting the institute’s capacity to monitor, evaluate and learn from its programs. Specifically, the M&E Program Office will contribute to achieving three MEL team objectives: 1) NDI staff has the capacity to monitor, evaluate and learn from programs; 2) NDI staff has user friendly tools and guidelines for M&E; and 3) NDI has a strong body of evidence for the outcomes and impact of its work. The M&E Program Officer will also have key administrative responsibilities on the MEL team.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1) M&E Capacity Building a) Lead new staff orientation sessions on M&E at NDI b) Coordinate the development, maintenance and quality of NDI’s online M&E Learning Portal c) Coordinate the development and maintenance of an online M&E certificate program d) Collaborate with MEL team members in creating interactive learning guides for NDI’s online M&E toolbox using E-luminate, Articulate and Engage software

2) M&E Resource Development a) Support the development of user-friendly tools and guidelines for setting up M&E systems, tracking and reporting on program progress and evaluating program outcomes b) Support the development of a manager’s guide to impact evaluation c) Support the piloting of innovative evaluation methodologies at NDI

3) Data Management and Analysis a) Manage and visualize Social Network Analysis (SNA) survey data using UCINET and NetDraw b) Manage qualitative data using Nvivo software package c) Manage, analyze and visualize basic survey data using Survey Monkey and/or excel d) Support the management and analysis of quantitative data using STATA and/or SPSS e) Collect, analyze and visualize MEL performance data for team strategy discussions, using Google Analytics and excel

4) MEL Administrative Support a) Manage contracts with consultants b) Manage MOUs with academic partners c) Coordinate part-time and/or temporary research assistants d) Track MEL team’s indirect budget expenditures

EDUCATION AND/OR EXPERIENCE

• Bachelor’s degree in Social Science Research or related subject; graduate degree preferred; • A minimum of four (4) years relevant work experience in international development, community organizing, political campaigns, organizational development or legislative affairs • Additional years of relevant work experience may be substituted for educational requirement on a one-for-one basis; • Living or working experience outside the U.S. preferred; • Experience in implementing evaluations and/or field research; • Experience setting-up and/or managing M&E systems; • Experience managing, analyzing and visualizing data; • Experience in training and/or teaching; understanding of adult learning.

REQUIRED SKILLS AND ABILITIES

•Ability to use E-luminate, Articulate and Engage learning software programs; •Ability to use UCINET, NetDraw, Nvivo, STATA and/or SPSS, Survey Monkey, Excel and/or Access Databse; •Demonstrated knowledge and/or competency in one or more areas of NDI's functional programs and understanding of the political environment in at least one of NDI’s regional areas preferred; •High level of interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, U.S. and foreign government personnel, members of donor organizations, funders and policy makers; •Excellent oral communications skills to effectively present information, respond to questions; •Exceptional writing skills to effectively create clear and concise reports, strategies and/or guidelines; •Foreign language ability applicable to one of the regions where NDI works, French and Spanish preferred; •Basic managerial skills; good negotiating skills; able to introduce new concepts; •Capacity to work both independently and as a member of a team; •Ability to take initiative, inspire and motivate staff; •Ability to analyze political work, define problems, collect data, establish facts and draw valid conclusions, and the ability to think innovatively; •Working knowledge of PC-based word processing and spreadsheet applications; •Working knowledge of basic budget and accounting procedures; •Ability and willingness to travel to regional locations, which are often remote and difficult to reach.
