Staff Supervised: Field Coordinators/Area Programme coordinator, Program Officer, and Project Coordinators.

Job Purpose

The role of the NPP Conflict Prevention Program Manager (CPPM) is within the operational framework of the Conflict Prevention Program (CPP) of Nonviolent Peaceforce Philippines (NP-Philippines). The CPP is composed of three projects: Community-Based Human Rights (CBHR) which includes Gender Based Violence in Armed Conflict (GBV AC) component, Early Warning and Early Response (EWER), and Child Protection (CP) with a focus on the Monitoring and Reporting Mechanism on Grave Child Rights Violations (GCRVs). Specifically, the CPPM will provide technical oversight and facilitate the planning, implementation, monitoring and evaluation of NP (Philippines) CPP according to NP (Philippines) mandate and logframe. The CPPM will provide direct technical and administrative line management support to the CPP Officer and Field Coordinators. The CPPM is also expected to visit the field sites on a regular basis.

Key tasks and responsibilities

 1)  Strategy Implementation 

• In coordination with the SPM and Country Director (CD), organize and coordinate the overall operational activities of the CPP for the NP (Philippines);

• Ensure the overall CPP logframe and field site specific logframes, along with measurable indicators, are up to date and reflective of programmatic activities;

• Ensure regular CPP reports are produced and consolidated from all field sites based on impact-based indicators while ensuring documentation standards are followed and in place;

• Ensure that program activities are implemented in accordance to NP’s mandate and in compliance with standard operational procedures and guidelines, and within the set budget;

• Monitor and assess the appropriateness of programmatic activities and suggests changes and improvements to the SPM and CD;

• Participate in the formulation of strategic and policy decisions related to the design, development, implementation and evaluation of NP(Philippines) CPP ;

• Ensure close coordination and collaboration with the Civilian Protection Program Manager to ensure the smooth operation of both programmes with no duplication of programmatic activities and interventions

2)  Staff Management 

• Provide regular support and supervision to the line-managed staff, including guidance in formulating individual work plans on a weekly and monthly basis ;

• In coordination with the Human Resources Manager (HRM), facilitate line-managed program staff’s performance evaluation based on agreed project work plans and deliverables, and/or job description;

• In coordination with the Capacity Building Manager and HRM, help build the technical capacity of the CPP Officer, Field Coordinators and other program staff by acting as a coach/mentor/technical advisor;

• As a member of the NP (Philippines) Country Management Team, participate in the discussion of and decision-making about sensitive staff issues.

3)  Representation and Networking 

• On the request of the SPM and/or the CD, represent NPP at relevant conferences, seminars and other stakeholders’ meetings;

• Network with other groups, organizations or institutions working in the area (INGOs, CBOs, LGUs, AFP, local partners and various actors in the conflict, etc.), exploring avenues for cooperation and forging strategic alliances while upholding and adhering to NP’s non-partisan nature;

• In coordination with the Fund Raising Department build cordial relationships and maintain contact with current and potential donors to help strengthen strategic relations with funding partners.

4) Internal Coordination 

• Participate in senior management team meetings, with field project team meetings as necessary, and in organization-wide gatherings;

• Coordinate with the Safety and Security Manager regarding security issues and updates, and integrating these into program planning ;

• In coordination with the SSM, the CD and the respective Field Coordinator, facilitate and help organize the hosting of NP (Philippines) staff, donors, external partners and other key relevant visitors in designated field project areas ;

• In coordination with the Programme Development Manager in Manila, take the lead on writing donor reports and funding proposals.

• In coordination with the Senior Communications Officer, ensure communications protocols are strictly adhered to and advocacy materials (photos, flyers, etc.) are up-to-date and regularly produced.

Person Specifications

EDUCATION & TRAINING REQUIRED PREFERRED

• Post-graduate degree in Law, Human Rights, peace building & conflict mediation and/ or management

• Formal training related to conflict, peacekeeping or nonviolence Certificate or diploma course in peace building, conflict transformation or nonviolent peacekeeping in addition to post-graduate degree

WORK EXPERIENCE REQUIRED PREFERRED

• Minimum seven (7) years relevant work experience

• NGO/humanitarian work

• Minimum four (3) years international work experience (outside of own country)

• Post-conflict/conflict area experience

• Cross-cultural work environment

• Exposure to Mindanao context

• Strong interpersonal, representation and negotiation skills

• Solid diplomatic skills: the ability to effectively manage a variety of internal and external relationships, especially with partners

• Worked with grassroots or community-based organizations

• Experience in community organizing/mobilization

• Experience in dealing with armed groups, the military and with local and national government officials

• Actual protection/ceasefire monitoring experience is an advantage

KNOWLEDGE & SKILLS REQUIRED PREFERRED

• Strong leadership skills

• Actual experience of leading/supervising a multi-cultural team

• Excellent oral and written English communication skills and sound report writing skills

• Able to communicate in the local language or dialect
