Job Title: Project Coordinator – Child Protection

Purpose

The role of the NPP Project Coordinator – Child Protection (PC-CP) is within the operational framework of the Child Protection Project in NP’s Philippines Program. Specifically, the PC-CP will assist the CPP Manager in providing technical oversight and facilitating the planning, implementation, monitoring and evaluation of the Child Protection Project according to the agreement between NP (Philippines) and UNICEF and in congruence with NP’s overall mandate and the Conflict Prevention Program’s (CPP) logframe. In addition, the PC-CP is expected to regularly visit the field sites.

Key tasks and responsibilities

1.   Strategy Implementation 

• Act as the main liaison person and lead implementer for the Child Protection Project reporting directly to the CPP Manager;

• Support the CPP Manager in organizing and coordinating the overall operational activities of the Child Protection Project ;

• Consolidate regular reports on child protection from all field sites with appropriate documented follow-ups while ensuring strict reporting standards are followed and in place and submit them to the UNICEF;

• Under guidance of CPP Manager, the PC-CP will lead in ensuring that the program activities are implemented in accordance to UNICEF agreement and in compliance with NP’s standard operational procedures and guidelines, and within the defined allocated budget;

• Assist the CPP Manager to monitor and assess the effectiveness of the Child Protection Project activities and prepare quarterly and yearly reports as well as relevant donor reports;

• Assist the CPP Manager in developing measurable indicators for the Program;

• Participate in the formulation of strategic and policy guidelines related to the design, development, implementation and evaluation of child protection Program.

• Assist the Program Manager in implementation of the other CPP Programs.

2.   Staff Management 

• Provide regular support and supervision to the staff, including guidance in formulating work plans on a weekly and monthly basis and generating an appropriate response to child rights violations ;

• Recommend and endorse to the CPP Manager the capacity building interventions or opportunities for the CPP staff working on child protection;

• On a needs basis, attend management team meetings.

3.   Representation and Networking 

• Represent NP(Philippines) to UNICEF;

• Act as the NP(Philippines) contact person to liaise with field staff, the UNICEF and other partner organizations on child protection;

• Represent NP(Philippines) at relevant conferences, seminars and other stakeholders’ meetings, particularly those directly related to child protection;

• Network with other groups, organizations and institutions within child protection geographical coverage and explore avenues for cooperation and strategic alliances, whilst also generating a response to child rights violations while upholding and adhering to NP’s principles of nonpartisanship, neutrality and impartiality.

 4.   Internal Coordination 

• In consultation with the CPP Manager, ensure effective coordination, communication and collaboration on a daily basis with the CPC staff in the Cotabato office while ensuring this is replicated at the field level;

• Coordinate with the Safety and Security Manager regarding security issues and updates, and integrate these into program planning;

• In coordination with the CPP Manager and the respective Field Coordinators, facilitate field visits of NP staff, donors, external partners, media and other key relevant visitors

• Supervise and finalize the liquidation report for UNICEF on tri-month basis supported by the CPP Manager, the Finance department and field team.

Person Specifications

EDUCATION & TRAINING REQUIRED PREFERRED

• University degree in a related field

• (Law, Human Rights, Social Science, Development Studies, International Relations, Management, etc.)

• Formal training on protection of children

• Post-graduate degree in Law, Human Rights, peace building & conflict mediation and/ or management

• Formal training related to conflict, peacekeeping or nonviolence

• Certificate or diploma course in peace building, conflict transformation or nonviolent peacekeeping.

• Previous experience in working for child protection will be an added advantage.

WORK EXPERIENCE

REQUIRED PREFERRED • Minimum five (5) years relevant work experience in human rights grassroots organization

• NGO/humanitarian work

• Minimum two (2) years work in an international organization

• Post-conflict/conflict area experience

• Cross-cultural work environment

• Experience in monitoring and reporting on HR violations and GCRV

• Exposure to Mindanao context

• Field exposure in conflict-affected communities

• Experience in community organizing/mobilization

• Experience in dealing with armed groups, the military and with local and national government officials

KNOWLEDGE & SKILLS REQUIRED PREFERRED

• Excellent oral and written English communication skills and sound report writing skills

• Able to communicate in the local language or dialect

• Understanding of conflict dynamics and peace building concept

• Understanding of the Mindanao conflict and on-going peace process

• Above average decision making and analytical skills

• Strategist & critical thinking skill

• Report writing skills

• Able to write progress and impact reports based on measurable set of indicators

• Ability to maintain non-partisanship and neutrality
