GRS South Africa is now seeking to recruit self motivated individual to fill the following exciting post:

The Programme Manager will provide leadership, guidance and support to Site Coordinators in the Soweto, Alex and Kimberley sites, including any future expansion sites in the north eastern parts of South Africa.

The Programme Manager is responsible for the complete delivery of programmes as defined by the GRS annual work plan and related project plans as submitted to funders. Where possible the PM will be the direct account holder for related grants and will be involved from the programme design and budgeting phase through to implementation and reporting.

While the Site Coordinator is responsible for the day to day management of each site the program manager is accountable for the overall implementation of each program.

The position is head quarters based but would be expected to spend a minimum of 30% at site level.

• Programme design and Implementation
o Provide ongoing input for business development and prospective new grants that effect managed sites
o Oversee the implementation of programs and compliance with operational procedures
o Develop success indicators and regularly monitor progress
o Provide ongoing communication and support to Finance, HR/ Operations, M&E, Business Development, Training and Curriculum
o Work closely with all departments to develop systems that enhance site support and ensure adherence to protocols and standards
o Ensure the adherence to internal control systems, procedures and mechanisms for program implementation
o Monitor the application of procedures for capturing and publishing disseminated data for monthly, quarterly, and/or annual project reports
o Conduct work planning and build plans into programmatic and operational objectives and coordinate team efforts
o Ensure administrative functions at site level are being carried out in compliance with requirements. This includes (but is not limited to) financial reporting, monitoring and evaluation, monthly and quarterly reports
o Implement Site Quality Assessments of all sites and introduce strategies for improvements in conjunction with all relevant departments

• Grant Accountability, Monitoring and Reporting
o Responsible for client management of site grants- maintain relationship with grant holder
o Work with grant manager and site coordinator to ensure budget spending according to plan
o Responsible for reporting to grant on time and managing report process (can utilize grant writer through collaboration with partnership manager)

• HQ collaboration
o Accountability of all site activity and ability to report status back to Programme Director
o Provide liason between HQ finance, HR/OPTs and BD and sites- champion site issues and help solve site problems
o Collaborate with Training and Coach Development on quality of site programming
o Give input to departments on more effective tools and ways to get needed feedback from sites

• Partnerships
o Hold SCs accountable for local partnerships
o Advise and approval of local partnerships signed
o Work with partnership manager to make sure strategy is aligned
• Site Intervention Planning and Management
o Plan target goals (based on PD direction) and interventions to meet them (i.e. annual workplan)
o Develop planning calendar and maintain updated information for sharing amongst HQ and SA sites
o Develop plan for programme implementation in new territories
o Conduct site visits to improve identified operational gaps and inefficiencies and develop prescriptive plans to improve these areas
o Provide site quality assesment, determine areas for improvement and support changes needed
o Management of all site staff to developmental plans and performance evaluations
o Conduct weekly site check ins with SCs to monitor site activity
o Evaluate programme/intervention quality
o Monitor target achievement (with aid of M&E Manager) and provide reccomendations
o Review and provide feedback to site reports
o Development of additional planning tools for sites
o Financial approval of cash advances, grant coding and reconciliation reports
o Support Site Coordinators in achieving annual programmatic and financial targets
• Monitoring of expenditure against budget
• This includes scrutinizing the monthly advance requests
• Compile regular reports regarding sites expenditure on programmes and evaluate their effectiveness
• Manage, supervise and provide support to the Site Coordinators
• Monitor and appraise the performance of assigned staff against agreed criteria
• Support the development of assigned staff

Requirements
• BA/BS in relevant field of study
• 3+ years experience working in the development sector
• 2+ years managing personnel Proven ability to effectively manage staff • Ability to work across all levels of the organisation and local communities
• Available to travel when needed
• Ability to analyze and solve problems, persuade, network and negotiate
• Oral and written fluency in English required
• Ability to work in a fast-paced environment with tight deadlines, effectively managing multiple priorities
• Computer proficiency in Microsoft Office Suite
• Valid driver’s license
