PSI is seeking Procurement and Logistics Officer to provide its social marketing programs in developing countries with their point of sale products and all related healthcare items. The Procurement Officer will report to the Senior Procurement & Logistics Officer, and will be based in Washington, D.C.

RESPONSIBILITIES: • Liaise with field offices to determine procurement needs and appropriate delivery schedules • Obtain bids for commodity purchases (contraceptives, oral rehydration salts, insecticide-treated bed nets, antibiotics, vitamins, and micronutrients) and transportation in accordance with appropriate donor government regulations; • Negotiate contracts; • Prepare bid evaluation forms for field and/or donor review; • Provide regular status reports to field offices; • Prepare purchase orders and contracts; • Ensure that health products meet appropriate quality standards; • Forecast and track product requirements with the field offices; • Track movement of shipments from supplier to destination; • Perform file and database maintenance, product research and source-of supply research; • Assist with proposals and procurement and supply plans; • Undertake projects related to the departmental goals; • Provide short term technical assistance and capacity building to field offices • Other duties as required.

QUALIFICATIONS: • BA/BS degree or equivalent experience. • 3-5 years experience in procurement, logistics or a related field. • Solid knowledge of procurement regulations, including FAR and AIDAR. • Willingness to travel up to 20% of time to field offices. • Exceptional communication skills and sense of humor, teamwork essential. • Expanded computer skills. • Fluency in French is preferred. • Working knowledge of Spanish is desirable.

Successful candidates will possess knowledge of rules of international trade and public procurement; degree in business administration or related subject; pharmaceutical or medical device procurement or sales experience; experience with non-profit and/or international development organizations (overseas work experience in a developing country a plus); knowledge of USAID procedures and regulations; exceptional attention to detail and follow through capabilities; team orientation; demonstrated managerial and analytical skills; willingness to work in a flexible, professional capacity, and to perform a variety of tasks with varying deadlines and priorities; familiarity with or interest in international development.
