IUCN Regional Head of Finance (RHF) for Central and West Africa- PACO

Following an organisation-wide decentralisation process, IUCN regional offices in Central Africa and in West Africa have been merged into a single new office: the Regional Office for Central and West Africa. IUCN Central and west Africa Region currently has over 100 staff members working in its offices in Burkina Faso, Guinea Bissau, Mali, Mauritania, Senegal, Niger, Cameroon, Nigeria, Ghana, Gabon, Congo DR, Congo. The IUCN Regional Office for Central and West Africa is located in Ouagadougou, Burkina Faso.

The Regional Head of Finance (RHF) reports directly to the Regional Director and functionally to the Head, Global Finance in the IUCN Headquarters in Switzerland. He/she will serve as a senior member of the Regional coordination committee that supports organisational development of IUCN in Central and West Africa.

The Regional Head of Finance (RHF) is responsible for the facilitation, formulation and implementation of financial policies, procedures, and accounting systems, to support implementation of IUCN’s programme in Central and West Africa. He/she is also responsible for providing advisory services and financial projections for multi-year budget programming and ensuring effective and efficient budget management and compliance with financial regulations and procedures.

The RHF specific duties include:

- Facilitate formulation of financial policies, strategies and procedures

- Coordinate the consolidation of the annual, short and long term financial plans, budgets, forecasts, monitor the budget implementation region wide and prepare the analyses and report the results to the Regional Director

- Provide Financial projections

- Report on the financial performance of the regional programme in a timely manner

- Administer financial accounting system
- Ensure due diligence

- Manage and supervise Finance staff

- Monitor and manage the liquidity status

- Oversee of financial transactions

- Organize project audits and arrange for the smooth conduct of an audit, internal or external, including the timely provision of required information and the monitoring of the application of agreed recommendations

- Act as the regional finance focal point

- Carry out any other finance relevant tasks as required and mutually agreed with the line manager

Selection requirements

- Accounting and Financial Management degree and at least 10 years’ equivalent experience in the functions to be exercised
- Preferably a member of an internationally recognized Accounting Body
- Experience in treasury related topics is an important asset
- Excellent analytical skills and a sharp financial insight
- Accuracy and precision without losing sight of the broad picture
- Good executive and communication skills
- Hands-on mentality, results driven and team player
- Ability to work under pressure with complex tasks
- Good working knowledge of donor guidelines and reporting requirements
- Able to prepare and conduct training on Financial and Accounting management topics for non-accounting / financial staff
- Demonstrated skills and practice in strategic planning, policy, performance and change management
- Extensive work experience in Central and West Africa
- High personal integrity
- Ability to work with minimum supervision and function in multicultural and multidisciplinary environment
- Objective decision maker
- Team leader
- French as a working language is essential, a good knowledge of English is required and a good understanding of Spanish and other African languages is an asset
- Fully computer literate and familiar with Microsoft Office and major software packages, including Sun Systems
- Willing to travel frequently within the region and internationally

DUTY STATION: The successful candidate will be based in Ouagadougou-Burkina Faso
