Relief International Shelter Manager - Niger

Position: Shelter Manager (local hire)

Reports to: Program Coordinator

Location: Tahoua Region, Niger

Duration: 4 months

Relief International (RI) is a non-profit, non-governmental organization based in Los Angeles, CA. Since 1990, RI’s programs have supported communities in transition from crisis to recovery with the development of sustainable strategies across sectors such as agriculture, infrastructure, gender, education, and civil society capacity building. Currently RI has programs in 25 countries worldwide.

Position Summary

The Shelter Manager will support the implementation of the emergency shelter activities planned under the the U.S. Department of State, Bureau of Population, Refugees, and Migration (BPRM) – funded Life-saving Assistance to Vulnerable Women and Children Malian Refugees in Agando and Chinwaren project in Niger. He/ she will ensure that beneficiary needs and priorities play an important role in the design and construction of emergency shelters

Responsibilities

  • Responsible for the implementation of technical assessment procedures for shelter and infrastructure needs.
  • Implement and oversee all shelter programming, including technical assessments, project development and design, tendering and contract administration.
  • Manage beneficiary surveys and assessments to determine placement of shelters as well as most appropriate materials for shelters.
  • Manage the monitoring and supervision of contractors including laborers and carpenters.
  • Lead the procurement and logistics process for materials and equipment required by the shelter program.
  • Implement and oversee the technical assessment of shelter needs in the project sites in preparation of detailed cost estimates and unit prices for technical standards to support overall program decision-making.
  • Submit progress reports on time and with accurate information to the Program Coordinator and/or Country Director or acting Country Director.
  • Provide regular updates on progress, priorities and constraints.
  • Prepare appropriate design, construction and monitoring methods which draw upon appropriate local context.
  • Liaise with beneficiaries to ensure compliance with Sphere standards and best practices.
  • Liaise with key NGOs and national, regional and local government as necessary. Represent RI at coordination cluster meetings (ie Shelter Cluster).

Requirements

  • University qualification in Engineering, Architecture or equivalent
  • Experience of construction project management including site supervision
  • Knowledge of emergency context Shelter and WASH program implementation
  • Ability to supervise local contractors
  • Strong analytical, decision making and problem solving skills
  • Financial Management skills including budget management
  • Excellent communication skills in French; fluency in English preferred.

Specific Security Situation/Housing

This position will be based in Agando (or Tillia with daily travel to Agando and Chinwaren sites). The Agando and Chinawaren sites are accessed with difficulty and travel to the sites will be closely monitored by RI security in coordination with local government actors. Strict adherence to RI’s security guidelines will be required of all RI staff. This position will be provided with a comfortable shared housing in Agando or Tillia.

Salary: Commensurate with experience and qualifications.
