Relief International Program Coordinator - Niger

Position: Program Coordinator (local hire)

Reports to: Country Director

Location: Tahoua Region, Niger

Duration: 11-12 months

Relief International (RI) is a non-profit, non-governmental organization based in Los Angeles, CA. Since 1990, RI’s programs have supported communities in transition from crisis to recovery with the development of sustainable strategies across sectors such as agriculture, infrastructure, gender, education, and civil society capacity building. Currently RI has programs in 25 countries worldwide.

Position Summary

The Program Coordinator will lead the implementation of various activities planned under the U.S. Department of State, Bureau of Population, Refugees, and Migration (BPRM) – funded Life-saving Assistance to Vulnerable Women and Children Malian Refugees in Agando and Chinwaren project in Niger. The Program Coordinator will also serve as the most direct link between the refugees, host communities, local partners, coordination groups in Tahoua and the RI management team at in-country and headquarters levels.

Responsibilities

  • Primary responsibility to manage the PRM project, ensuring compliance with donor agreement and project proposal and outcomes, and providing programming and management support/guidance to support staff.
  • Primarily responsible for coordination with other international and national emergency response agencies in the regions and sectors for which this project is relevant (Food Security Cluster, Health Cluster, Shelter Cluster, Tahoua coordination, meetings with WHO, HCR, etc). Maintain close relationships with other humanitarian actors in Tahoua, and local partners.
  • Successfully coordinate the work of the national managers under this project, each responsible for their respective technical components (food security, health and shelter).
  • Provide feedback and coordination with the Country Director, staff of other RI Niger programs, and HQ-based Program Officer and Program Director regarding workplans, contingency plans and general program implementation.
  • Work closely with Country Director or acting Country Director and HQ-based Program staff to ensure quality implementation and coordination of project activities. Accountable for project targets being met in line with project documents.
  • Provide technical managers with support and guidance.
  • Review project budget on a monthly basis, as well as budget versus actual reports, draft cash flow and expense projections and oversee these budget documents strategically, in close working partnership with the component managers.
  • Establish close and productive relationships with local government authorities, local religious leaders and other community members to ensure support for and acceptance of the RI program, in close coordination with the Country Director and other program staff.
  • Work closely with the RI-HQ security team to develop and maintain systems and training that ensure the safety and security of the program team.

Requirements:

  • Advanced university degree, preferably in International Development, International Relations, International Law, Food Security, Livelihoods or related field (or a BA/BS in related field with extensive experience in a similar field); MA/MS preferred;
  • Minimum of 5 years relevant experience including managing multisectoral projects with a food security, health and shelter focus
  • Personnel management experience, including staff capacity development and team building experience
  • Ability to coordinate staff and partner at distance and ensure their capacity building. Planning, monitoring and evaluation skills in direct and remote management intervention
  • Proficiency in spoken French and English speaking and writing skills
  • Experience in working in complex emergencies, coordinating and supporting programs through remote management
  • Knowledge of main donor regulations and priorities, including PRM, OFDA, ECHO
  • Experience in coordinating cluster, working group and/or commissions a plus
  • Competency in Microsoft Office (Word, Excel and PowerPoint)

Specific Security Situation/Housing

This position will be based in Tahoua with frequent travel to Agando and Chinwaren sites. The Agando and Chinawaren sites are accessed with difficulty and travel to the sites will be closely monitored by RI security in coordination with local government actors. Strict adherence to RI’s security guidelines will be required of all RI staff. This position is unaccompanied.

Salary: Commensurate with experience and qualifications.
