M&E Officer - Relief International Niger

Position: M&E Officer (local hire)

Reports to: Program Coordinator

Location: Tahoua Region, Niger

Duration: 11-12 months

Relief International (RI) is a non-profit, non-governmental organization based in Los Angeles, CA. Since 1990, RI’s programs have supported communities in transition from crisis to recovery with the development of sustainable strategies across sectors such as agriculture, infrastructure, gender, education, and civil society capacity building. Currently RI has programs in 25 countries worldwide.

Position Summary

The M&E Officer will develop a monitoring and evaluation framework, monitor progress and evaluate effectiveness of planned interventions under the U.S. Department of State, Bureau of Population, Refugees, and Migration (BPRM) – funded Life-saving Assistance to Vulnerable Women and Children Malian Refugees in Agando and Chinwaren project in Niger.

Responsibilities

  • Design the integrated Monitoring and Evaluation Plan and Tools for the project, using defined indicators and targets, measuring progress and making recommendations for improvement if needed.
  • Design and collect baseline information on food distributions and cash-based interventions at the project sites, medicine and equipment inventories, health and nutrition data, and shelter distributions.
  • Conduct monthly monitoring visits to continually collect, assess and share data on the M&E indicators through monthly reports to Niger-based and HQ-based programs staff
  • Coordinate end-of-project assessment with Program Coordinator and HQ-based programs staff
  • Ensure consistency of the M&E system and tools with BPRM’s M&E systems and requirements.
  • Build capacity of project managers in the use and content of the M&E tools.
  • Regularly share information with project component leads (Food Security Manager, Health Manager, Shelter Manager) to enable progress towards deliverables and/or course correction.
  • Identify and support documentation of M&E best practices and lessons learned in RI programming.

Requirements

  • University degree in related field
  • Minimum of 3-5 years programming experience in humanitarian and development context, with a specific focus on M&E
  • Proven experience in development of M&E systems and tools for an international NGO operating in Niger
  • Highly developed analytical and communication skills, including excellent oral and written communication skills in French; English fluency highly preferred
  • Proven experience in training and capacity-building of staff
  • Demonstrated interpersonal skills, sound judgment, planning, team building and facilitating skills
  • Competence using information technology including experience with word-processing, spreadsheets and database software;
  • Willingness and capacity to travel frequently to the project sites.

Specific Security Situation/Housing

This position will be based in Tahoua, with frequent travel to the Agando and Chinwaren sites. The Agando and Chinawaren sites are accessed with difficulty and travel to the sites will be closely monitored by RI security in coordination with local government actors. Strict adherence to RI’s security guidelines will be required of all RI staff.

Salary: Commensurate with experience and qualifications.
