DESCRIPTION OF THE ASSIGNMENT
GLOBAL OBJECTIVE
The objective of the consultant services is to provide project implementation support to improve the capacity of the Project Management Office (PMO) and Project Implementation Unit (PIU) for design, planning and implementation of cultural heritage preservation, historic city regeneration and infrastructure upgrading.
The Consultant’s services will be provided at two levels, as follows:
(i) Services to theShandongProvincial Project Management Office (PPMO). Assist in overall project coordination, implementation of the training plan, preparation of semi-annual progress reports, and the implementation completion and results (ICR) report, a management plan for assets on the World Heritage Site and its tentative list, communications with the World Bank and external agencies;
(ii) Services to Jining Municipal PMO (JPMO) and the two county city PMOs in Qufu and Zoucheng (CPMOs). Assist in the review of detailed designs for cultural heritage preservation, infrastructure designs, and historic city regeneration plans, overall contract management and construction supervision, safeguards implementation, financial, physical progress monitoring, financial management, and loan utilization.
SPECIFIC ACTIVITIES
Task 1: Detailed Design Review, and Review of Bid Documents of cultural heritage conservation, enhancement of historic district, improvement of infrastructures
Task 2: Development of a management plan for cultural heritage assets on the World Heritage Site and its Tentative List
Task 3: Project and Contract Management Monitoring and Reporting
Task 4: Monitoring Safeguards Implementation

EXPERTS PROFILE:
Team Leader 1: Senior Infrastructure/Urban Planning Engineer - 20 person month
He/she shall have corresponding internationally recognized professional engineering or planning qualifications with at least 15 years relevant experience and a proven record of successful project management at a senior level, and preferably, having experience in historic city regeneration and cultural heritage conservation. Familiarity with World Bank procedures and work experience inChinais preferred.
Key Expert 2: Senior Cultural Heritage Management Specialist - 10 person month
He/She shall have corresponding internationally recognized professional cultural heritage management qualifications with at least 15 years relevant working experience, of which at least 5 years outsideChina. He/She should be fully familiar with developing a management plan of cultural heritage assets on the World Heritage Site, conforming to requirements of regulatory agencies, World Heritage Council or similar.
Key Expert 3: Cultural Heritage Conservation Specialist - 25 person month
He/She should be a senior specialist having corresponding qualification in cultural heritage preservation with at least 12 years working experience, fully familiar with the up to date cultural heritage preservation technology, equipment and operation practices, and extensive experience in working on cultural heritage preservation projects inChina. He/She should also have extensive experience in cultural heritage preservation design and historic city redevelopment planning, and preparation of conservation plans, and be familiar with developing management planning of cultural heritage assets.
Key Expert 4: Senior Construction Manager Contract Management and Monitoring - 15 person month
He/she shall have an advanced degree in civil, sanitary or environmental engineering, with at least 12 years relevant working experience in his/her qualification, to assist the Project Manager in coordinating the construction activities of all the contractors in the various city wide projects including dealing with interceptors, river course harness, garbage waste and wastewater treatment and its relevant works and equipments.
He/she shall have a detailed knowledge of World Bank procurement procedures and contract management.
Key Expert 5: Procurement Specialist - 8 person month
He/she shall have at least 10 years relevant working experience in international organization funded projects, be fully familiar with the World Bank’s procurement guidelines and procedures, andChinabidding laws and regulations, and have rich work experience in bidding and bids evaluation.
Key Expert 6: Senior Tourism Market Development/Management Specialist - 2 person month
He/she shall have at least 10 years of relevant experience and a detailed professional knowledge of tourism market development/management especially fully familiar with tourism management and marketing practices in cultural heritage asset sites.
Key Expert 7: Hydraulic Engineer - 2 person month
It should be an engineer having corresponding qualification in water conservancy and river improvement works with at least 10 years working experience, fully familiar with the comprehensive treatment of river channel and embankment including flood control, dam construction, slope protection, greening work, and etc.
Key Expert 8: Social Safeguard/Resettlement Specialist - 2 person month
An experienced staff or institution to be familiar with the World Bank’s Safeguard Policies and national laws/regulations in resettlement work and has an ability to prepare and consolidate monitoring and evaluation reports (both in English and Chinese).
Key Expert 9: Environmental Specialist - 2 person month
An experienced staff or institution to be familiar with the World Bank’s Safeguard Policies and national laws/regulations in environment issue and has an ability to prepare and consolidate monitoring and evaluation reports (both in English and Chinese).
Key Expert 10: Financial Specialist - 2 person month
An experienced staff or institution to be familiar with the World Bank’s and national laws/regulations in financial issue and has an ability to prepare and consolidate financial reports (both in English and Chinese).
