Senior Evaluation Specialist, Independent Monitoring and Evaluation Contract, Islamabad

Project Summary:

In June 2011, MSI was awarded the Independent Monitoring and Evaluation Contract (IMEC). On IMEC, MSI will provide verification, monitoring and evaluation, reporting throughout Pakistan, and across all projects that USAID is supporting. The goal is to assess whether USAID resources are well-spent and achieving desired results and to prevent waste, fraud, and abuse in the administration of programs, regardless of the implementation mechanism.

Position Summary:

Senior Evaluation Specialist works in evaluation unit within IMEC that will monitor all USAID-supported projects in Pakistan. There are two (2) positions available.

Responsibilities:

· Conduct evaluations and special studies as team leader or team member;

· Contribute to annual or thematic synthesis reports prepared by the Evaluation Unit;

· Provide inputs in the process of surveys conducted by the Survey Unit;

· Assist in the work planning and budgeting of the Evaluation Unit;

· Participate as a resource person in capacity development for monitoring and evaluation; and

· Other duties as assigned by the Senior Program Advisor and Chief of Party.

Qualifications:

· Advanced degree in economics, statistics, business or public administration, public policy or the social sciences preferred;

· Substantial experience in the field of development, including monitoring and evaluation (M&E) assignments;

· Experience in conducting external evaluations in accordance with internationally accepted methods, or experience in conducting and managing socio-economic research;

· Demonstrated team leadership ability;

· Superior analytical and writing skills, as evidenced by at least one report;

· Working knowledge of quantitative methods, as evidenced by academic training or professional reports;

· Demonstrated ability to articulate results frameworks acceptable to international organizations;

· Demonstrated ability to write M&E reports for donor-assisted projects; and

· Proficiency in MS Word, Excel and PowerPoint.
