Summary
The University of Massachusetts Amherst seeks applicants for the position of Senior Manager for Technical Education (SMTE) for a USAID-funded Higher Education Project being implemented in Afghanistan. This person will be responsible for managing the establishment of the academic and policy frameworks needed to begin two-year technical programs for Associate Degrees at Kabul Polytechnic University (KPU) that will be the initial foundation for the development of community colleges in Afghanistan. As part of a team working on the larger scope of work for HEP, the SMTE will lead the development of a process for developing the goals, the curriculum, and the assessment procedures needed to implement such degrees.
This proposed project is part of an overall program to rehabilitate and strengthen the capacity of the education system to improve access to quality education throughout Afghanistan. The project works directly with Universities and the Ministry of Higher Education (MOHE) to: improve professional and institutional capacity, strengthen policy systems, and facilitate the development of a coordinated national educational strategy.
We seek a skilled and experienced professional with experience in developing and managing community college programs who are familiar with Afghanistan or other conflict-affected regions, with a preference for individuals who have worked on other development education projects.
This is a one-year appointment. The position would start on or about September 1, 2012. A full set of benefits is provided including housing in Kabul and regular regional and international leave. Kabul is a non-dependent post.

Minimum qualifications and attributes
1) Master’s degree or higher in relevant content area.
2) Experience working with program development and management in community colleges.
3) Experience working in developing countries, particularly in conflict-affected regions. Experience working in an Islamic country preferred.
4) Able to live and work in a challenging and sometimes dangerous context
5) Evidence of experience in program/project management.
6) Demonstrated high levels of maturity & emotional intelligence and ability to problem solve and interact well with colleagues from different cultural backgrounds.
7) Demonstrated strong analytical, managerial, leadership, communications and interpersonal skills.
