The Southern African Development Community (SADC) Secretariat has received financing from the African Development Fund toward the cost of the Support to the Control of Communicable Diseases Project and intends to apply part of the agreed amount for this grant to payments under the contract for Developing Harmonised Advocacy and Regional Guidelines for Social and Behavior Change Communication for HIV and AIDS, Sexually Transmitted Infections and Tuberculosis.

The focus of the consultancy is to develop regional guidelines for advocacy as well as for social and behavior change communication for HIV, TB and STIs. The process will involve the development of minimum packages of communication strategies to be undertaken by Member States in support of prevention, management and treatment for HIV and AIDS, TB and STIs programs. Furthermore, the consultancy will review the evolving responses to these three diseases and develop appropriate advocacy tools and messages to address leadership at country level. The consultant with therefore be expected to facilitate the development of evidence based advocacy and communication packages to strengthen national responses to the three critical areas.

SADC Secretariat now invites eligible consulting firms to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank's "Rules and Procedures for the use of Consultants" May 2008, which is available on the Bank's website at http://www.afdb.org. SADC Secretariat is under no obligation to shortlist any consultant who expresses interest.
