The International Institute for Democracy and Electoral Assistance — International IDEA is an intergovernmental organization that supports sustainable democracy worldwide. Its objective is to strengthen democratic institutions and processes. International IDEA acts as a catalyst for democracy building by providing knowledge resources, policy proposals and supporting democratic reforms in response to specific national requests. It works together with policy makers, governments, UN organizations and agencies and regional organizations engaged in the field of democracy building. 

International IDEA’s notable areas of expertise are: electoral processes, political parties, constitution-building processes, democracy and gender and democracy assessments. International IDEA works worldwide. It is based in Stockholm, Sweden, and has offices in Brussels, New York, Latin America, Africa and Asia.

Main functions of the post:

The main functions of the post are:

  • To provide research and administrative support to the Constitution Building Processes (CBP) Programme;
  • To support the further development of the Practical Guide to Constitution Building as a key resource for the global CBP community.

Duties and Responsibilities:

General, Programme, Managerial and Administrative, as applicable.

Under the immediate supervision of the Senior Project Manager the incumbent performs the following duties:
  • Conducts research to support the CBP team in the development of content for knowledge products including capacity building programme, ConstitutionNet, issue papers and other knowledge resources; 
  • With guidance from Programme Officers or Senior Project Manager, manages the procurement of contributors and service providers, including through the drafting of terms of reference, tender documents and contracts, and supports them to produce contributions and/or provide services to the CBP Programme; 
  • Supports the organization of capacity building workshops, conferences and other CBP events including through conducting research for event content, identifying participants, and providing on-site administrative and logistical support; 
  • Acts as CBP focal point for communications relating to all CBP publications, in particular the Practical Guide to Constitution Building (the ‘Handbook’); 
  • Supports the conceptualization of new activities building on or adapting the Handbook; 
  • Provides summary translations of knowledge products and other documents from Arabic or Spanish to English; 
  • Actively integrates the inclusion of a gender perspective in all programming activities; 
  • Carries out other related duties as assigned by the Senior Project Manager.

Qualifications and skills

Basic qualification requirements:

Level and type of formal education:
  • University degree in Political Science, Law, Social Science, Sociology, Development Studies or other relevant discipline.

Professional experience:

  • Minimum of three (3) years experience working within the field of democracy support or governance, preferably in the area of constitution building;
  • Relevant field experience in any one of International IDEA's focus regions Latin America, Africa, Asia or the Arab World preferably in the areas of elections, human rights, democracy and governance would be an asset; 
  • Work experience in professional handling of research tasks and information, writing and conveying knowledge to groups of users; 
  • Familiarity with, and experience using, social medial tools, would be an asset.

Functional competencies:

  • High analytical capacity;
  • Ability to provide inputs for conceptualising strategies and designing programmes of work; 
  • Proven experience with web sources; 
  • Ability to build and maintain broad networks of partners; 
  • Ability to work both independently, with minimum supervision and in teams; 
  • Excellent drafting skills; 
  • Excellent interpersonal skills; 
  • Excellent organizational skills; 
  • Ability to operate effectively in a multi-cultural environment and be Gender-sensitive. 
  • Ability to work independently with minimum supervision.

Language skills:

  • English: Fluent written and oral;
  • Arabic or Spanish: Good written and oral;
  • Other: Any other widely spoken language in an International IDEA priority region would also be an asset.

Computer skills:

  • Knowledge of Microsoft Office, databases, internet and web search tools.

Terms of contract:

Local Post, two (2) year fixed term appointment. Salary entry point EUR 2,500 per month. 

Please note as this is a local post, International IDEA will bear no costs relating to relocation of the selected candidate to the duty station. This position is open to those legally authorized to work in The Netherlands.
