TEAM PURPOSE:
Through meticulously well-coordinated consultation with the EVAW program partners, women right networks/consortiums and other strategic partners and experts, the EVAW team is expected to contribute to create an environment where women are secure and safe from all forms of violence by asserting their right and demanding and securing from the state protection against all forms of violence.
 
JOB PURPOSE:
Responding to the gender subtext ion Pakistani society and address feminine poverty it is inevitable to pay attention to women's human rights protection and promotion thus reducing prevalence of violence against them. With this backdrop, the position of Deputy Program Manager is required to operationally support the Program Manager EVAW in the quality delivery of strategies to end violence against women in Pakistan.
 
Deputy Program Manager would promote development thinking and operational management to deliver EVAW program results which will be closely linked to various ongoing project results under the program scope. This position will ensure that most marginalized women groups and survivors of various forms of violence will become better engaged in community processes and decision making and raise organized voice to seek their rights
 
Recognising the gender inequalities and women's marginalization in Pakistan, Oxfam GB has chosen to make EVAW program as one of it's four strategic pillars[1] of its work in Pakistan as outlined in our National Change Strategy (NCS). Therefore, the Deputy Program Manager - EVAW (DPM), is required to have full understanding and ownership of Quality Program Delivery ensuring value addition in all critical stages of PCM keeping effective partnership management, gender, accountability and transparency to the forefront In doing so, the PDM is specifically expected to:
 
  • Work closely with the EVAW team and broader Pakistan team to contribute in strengthening women's rights with a particular focus on governance issues through systematically engaging with and enhancing capacities of the rights holders as well-informed active citizens connecting with and holding the duty bearers accountable around women's right protection and promotion.
  • Supported by the PME, integrate EVAW strategies, advocacy and campaign work into our "one programme" approach so that we may better address issues relating concerning VAW within the context of Pakistan, through our strategic pillars of Girls Education, Land Rights and Economic Opportunities (LEO) and Humanitarian, Disaster Risk Reduction (DRR) and Climate Change (CC)
  • Ensure that all projects under OGB's Program Implementation Plan (PIP) meet the high standards of quality and compliance from operations, system compliance, donors' commitments and obligations, set targets/milestones with optimal engagement of beneficiaries at all levels ensuring the voices of poor women, men and children are heard and fed back in program strategies and implementation plans.

Key Dimensions and Responsibilities

Supported by and providing support to the PM EVAW, coordinate the EVAW team to achieve our strategic objectives as outlined in the Pakistan National Change Strategy to:
  •  Promote the vision, mission, and strategic goals of Oxfam GB and the Pakistan Programme
  •  Using a rights and results-based approach to work, develop and implement gender responsive programme and campaign concepts/proposals, strategies, approaches, operational plans and budgets of the EVAW programme
  • Produce, assimilate, analyse and use programme information from varied and diverse sources to provide in-depth analysis and appropriate recommendations related to EVAW programming, advocacy, policy, OGB/Partner accountability and Partnerships
  • Supported by the PM EVAW, manage the formulation, organisation and delivery of high-level lobbying, advocacy and campaigning as part of the programme
  • Ensure programme quality by developing systems for sharing learning from campaign and programmes through reviews, process documentation and impact assessment as per programme advocacy strategy
  • Work with Partners to advocate/strengthen/develop national/provincial/district level policies, procedures, and Pakistan's governance framework, relevant to women's development and rights.
  • In collaboration with the EVAW team, ensure the rights of the most marginalised women are upheld; and that international commitments and agreed principles, standards and codes are understood, promoted and complied to.
  • In coordination with relevant Programme and Support Teams, strengthen the Pakistan Country teams capacity, and that of Partners, re 'EVAW' specifically.
  • Supported by the PM EVAW, build a team capable of drawing on each Oxfam International affiliates organisational expertise to deliver high quality programming and contribute to the development of the Single Management Structure of Oxfam in Pakistan.
  • Supported by the Partnership Management Group (PMG) & PM EVAW, ensure best practice by the EVAW team by compliance to OGB's Partnership policy, procedures and guidelines; and through Partner monitoring and capacity building.
  • Using the logical framework process for programme planning/design, monitoring and evaluation, ensure qualitative and quantitative information that provides evidence of impact and change.
  • Produce research studies (quantitative and qualitative), including public sector policy, power and stakeholder analysis, that supports community-based programming and policy, advocacy, campaigning work.
 
Miscellaneous:
  • Be prepared to undertake other duties related to Oxfam's programme as and when required by the PM EVAW and/or Country Director.

Skills and Competence

  • Post graduation degree from a reputable university, in development economics or development studies or relevant area.
  • Significant programming experience in development sector, especially around gender equality, women rights and violence against women.
  • Programme development experience and skill to use Programme Cycle Management (PCM) tool at every stage of PCM.
  • Demonstrable evidence of managing sizeable resources and excellent programme cycle management skills - people, budgets, material; including evidence of demanding high standards of performance and accountability while being fair in dealing with people and demonstrating through role modeling
  • Demonstrated skills and significant experience in gender mainstreaming, particularly in gender training/capacity development, gender theory/analysis and planning and organisational development.
  • Demonstrated work experience in advocacy programming, policy analysis and partner management.
  • Experiences of managing or conducting research and subsequently designing programme based on the research findings.
  • Experience of undertaking stakeholder analysis, power mapping coupled with use of gender analysis in varying situations. The candidates who have experience of using output of stakeholder analysis, power mapping and gender analysis in developing programme would have an added advantage.
  • Experience of designing and instituting monitoring and review systems, especially for policy, advocacy and campaigning work around VAW issues.
  • Basic understanding and experience of knowledge management in Non-Profit sector.
  • Reporting experience for institutional donors, media, government, partners and beneficiaries
  • Ability to travel at short notices and work for short period of time in remote areas of Pakistan
  • Excellent written and spoken English and Urdu. Expertise in regional (local) languages will be added advantage.
  • Strong team-building skills and orientation of working in team setting
