Donor Reporting Accountant


Summary: Under the supervision of RI’s Financial Controller, the Donor Reporting Accountant is responsible for RI’s Financial Reporting to donors for all grants in RI’s portfolio. This will include month end reports, quarterly and year end reports of projects to institutional donors (USAID, ECHO, DFID, EC….).
Scope of Responsibilities:
  1. To Advise and support country team on donor financial reporting – establishing audit trails, understanding donor requirements etc….
  2. To provide advice and support to country teams in all aspects of financial management of externally funded project – funding allocations, exchange rate impact, interest calculations, agency support costs, income monitoring.
  3. To provide support to country offices on donor financial reporting and compliance.
  4. To ensure country offices and relevant staff have copies of donor contracts and introduce a system to track compliance with contractual obligation.
  5. Review all donor reports as required ensuring they are accurate, of high quality and meet donor requirements.
  6. Reconciliation of donor financial reports to RI’s accounting systems (QuickBooks) and ensuring variances that cannot be adjusted to match are clearly communicated and filed.
  7. Provide training to finance staff, programme officers and managers on donor regulations, RI regulations and key contractual obligations that need to be considered in budget development and reporting.
  8. Contribute to the development of financial/funding policies, procedures and strategy.
  9. Be responsible to monitor income raised from Donors and ensure that the income is accurately recorded in RI systems and reported to management regularly.
  10. Ensure specific donor requirements are adhered to and those that are not flagged, action to comply agreed, and followed up in all aspects including: procurement, fund reimbursement request, formats etc.
  11. Ensure programme stage payments are submitted to Donors on a timely basis to ensure the cash flow receipts are maximized.
  12. Ensure processes are in place to manage and recognize any donor debt and ensure RI team members are informed so that action can be taken.
  13. Ensure year end analysis of project balance is sufficient to enable restricted project activity to be included within RI reducing need to external project audits.
  14. Taking responsibility for relevant areas of the Statutory Accounts. Specifically those areas which relate to restricted balances and income recognition under SORP 2005.
  15. Ensure project donor audits are organized and conducted to achieve compliance; this includes USAID, EU, ECHO, DFID, and UNICEF.
  16. To liaise with major external donors finance department (DFID, EC, ECHO, USAID, OFDA) to clarify specific requirements and guidelines, resolve queries on submitted financial reports.
  17. To travel to country programme offices as required.
  18. Develop appropriate tools for better donor financial accounting.
  19. Any other duty as agreed with line manager.
QUALIFICATIONS & REQUIREMENTS:
This is a great opportunity for an experienced Donor Reporting Accountant with at least five years of accounting and finance experience. S/he will ideally have experience of working in a complex non-profit organization that has multiple programmes and vast experience in the compliance and reporting of different donors. Other qualifications include:
• Personal qualities of integrity, credibility, and unwavering commitment to RI’s mission; proactive, hands-on and confident communicator who will work with finance colleagues across the global organisation. • IT Skills (Strong Excel skills, Word, Powerpoint) • Ability to work under pressure and to deadlines. • Strong analytical skills and the ability to manipulate data effectively • Financial qualification (CIMA/ACA/ACCA or equivalent). • Solid experience coordinating UK statutory audit activities and managing reporting, budget development and analysis. • A track record in grants management as it relates to compliance and reporting of government, corporate and foundations grants. • Experience with Sun Systems and QuickBooks is a preference. • Strong interpersonal and communication skills; experience in effectively communicating key data, including presentations. • Ability and desire to translate complex financial concepts to individuals at all levels including finance and non-finance managers. • Ability to travel overseas occasionally as required. • UK/European citizenship or valid UK residency required.
