Grants Management Specialists - Middle East Programs


Dexis is seeking Grants Management Specialists for an anticipated contract with the Department of State, Bureau of Near Eastern Affairs, Office of the Middle East Partnership Initiative to provide monitoring and evaluation planning and support, technical and programmatic grants administration and award’s facilitation expertise, logistical on-site information technology support and alumni network management.  The Office of the Middle East Partnership Initiative mission is to build more pluralistic, participatory, and prosperous societies in the Middle East and North Africa by supporting local organizations seeking to advance positive reform. 
The position is full time for a one year period, but may be extended.  The Grants Management Specialists will work with Grants Officers and Project Officers, and report the MEPI Program Manager.
Candidates must have or be able to receive a Secret Security Clearance. The work will be mainly performed on client site in Washington, DC.

Illustrative tasks
• Setting up and organizing meetings between Grants Officers and Project Officers to communicate with grantees
• Communicating with grantees during pre-award phase
• Support the award facilitation by providing timely and effective budget negotiation services and supporting development of Statements of Work
• Assist in development and management of awards including goals and evaluation schedules
• Assists officers in facilitating grantees access to the MEPI Database System, facilitating grantees travel and payment authorizations

Ideal qualifications
• Minimum of one year managing Federal assistance grants and cooperative agreements required, three plus years preferred
• Bachelors degree required, Masters degree preferred
• Experience working on Middle East/North Africa issues and NGOs a plus
• Ability to read and converse in Arabic and/or French in a professional proficiency level preferred
• Strong written and oral communication and organizational skills
• Ability to establish and maintain effective working relationships
• Ability to exercise sound judgment in a politically sensitive environment
• Ability to work well with others and productively under pressure and tight timelines
