Human & Insitutional Capacity Development Expert

Dexis is seeking a human & institutional capacity development expert to provide assistance in a Human & Institutional Capacity Development (HICD) higher education program.  The position is pending on award.  This position is based in Kosovo, Pristina.  The work is expected February 2013 for a period of 4 months.  Candidate is expected to commit for the entire period.  The candidate will report to the Office of the Rector University of Pristina on routine basis.  This position is part of an activity funded by USAID. 

 

The goal of the human & institutional capacity development expert is to lay the foundation for systemic change needed in the administrative function of the UP Office of the Rector. By using the USAID HICD model and other best practices, the advisors will develop, along with the Office of the Rector, a clear road map for a new vision and change management strategy for the University of Prishtina.  To achieve this objective, the expert will complete a range of tasks including:

 

• Facilitate and execute an in depth human and institutional capacity development assessment based on the USAID HICD model for the office of the Rector, which will be the foundation intervention for future higher education reform efforts between USAID and the Government of Kosovo.
• Review performance assessment (PA) at stakeholder working group for consensus on reform efforts
• Prepare solutions package of agreed upon performance solutions recommended in the performance assessment approved by the stakeholder working group and the Office of the Rector
• Ensure the USAID is continually briefed of progress, challenges and recommended solutions via bi-weekly updates to the Senior Education & Youth Advisor 

 

The ideal candidate will meet the following qualifications:

 

• A master's degree with 5 or more years of experience in organizational development or related field; or a PhD. degree with at least 3 years of experience in organizational development, change management, or relevant field
• Demonstrated experience in HICD analysis, human resource capacity building, change management or organizational development experience or any other related institutional performance anaylsis and develpment expertise, i.e. HPT or HPI-certified is desirable
• Level 5 English communication skills
• Demonstrated knowledge of the USAID HICD model, and use of all the HICD tools in the HICD practitioner's handbook
• Demonstrated team experience working in an intercultural and international environment
• Demonstrated ability to work in an environment of collegiality and shared decision-making, or open and collaborative management and leadership style
