Mali Senior Transition Advisor


Dexis is seeking a Senior Transition Advisor to support the USAID’s Office of Transition Initiatives (OTI) Mali Transition Initiative. Dexis is an implementing partner of the Support That Augments Rapid Transitions (START) IQC. The position would be a six (6) month post based in Bamako, Mali. The Advisor would report to the OTI Country Representative, and would be located in the Mali country office of OTI’s implementing partner. The position has the potential for to extend beyond six months and is dependent on award.

Responsibilities of the Transition Advisor include:

• Programmatic guidance to implementing partner
• Political analysis of key stakeholders, actors, and events
• Managerial support to implementing partner
• Liaising with Country Representative, or acting as Country Representative when needed
• Facilitating grants management, partner identification, and systems for financial tracking

Qualifications:

• Previous experience on OTI programs strongly preferred, experience implementing large USAID programs required
• Work experience in complex and fragile transitional state environments
• Work experience in West Africa, preferably Mali
• Relevant experience managing an office or program
• Experience with grant management, preferably in-kind and small grants
• Experience with program start-ups and analyzing fluid political changes, as well as developing program close-out contingencies
• Experience with polices and procedures for financial management, reporting, procurement, systems, and grants managements for donors
• Fluency in French required.
