Specific Minimum Qualifications and Expertise
  • Educated to degree level, with a postgraduate academic or professional qualification
  • Experience of managing multiple projects with different stakeholders
  • Line management and staff development experience
  • Experience of policy development and delivery
  • Ability to demonstrate stakeholder management at a senior level
  • Experience of sustainable development or sustainable energy would be an advantage
Purpose
The Sustainable Energy Policy (SEP) team is responsible for providing leadership in the development of Ofgem’s policies on strategic and sustainability issues. This supports Ofgem’s primary objective to consider current and future consumers, including their interests in reduction of greenhouse gases. Ofgem also has an obligation to have regard to the need to contribute to the achievement of sustainable development when carrying out its functions.
Current projects being undertaken by the team include the incorporation of a framework for strategic sustainability assessment into Ofgem’s Impact Assessment guidance; developing and implementing the Environmental Discretionary Reward scheme for electricicty transmission companies as part of RIIO-T1; and reviewing the current green supply guidelines. We are involved in major Ofgem projects such as RIIO-ED1 and ITPR, and also work closely with external stakeholders including NGOs, energy companies, trade associations and European institutions.
The Head of Sustainable Energy Policy will manage the team’s work developing and implementing policy around sustainability issues across Ofgem, and lead in the planning and management of external stakeholder engagement. They will also assist the Associate Partner in identifying sustainability issues in the GB energy sector, working closely with other Ofgem staff and engaging external stakeholders to develop policy.
Key Outputs and Deliverables
  • Delivery of the SEP team’s work plan, ensuring that the team produces high quality, evidence based analysis.
  • Ensuring that the team is delivering on its commitments to other Ofgem projects and teams.
  • Developing a plan for managing external stakeholders, and monitoring the team’s progress against it.
  • Line-managing four Band D economists and policy specialists.
  • Working with the Associate Partner to develop and deploy a communications strategy.
  • Deputising occasionally for the Associate Partner, attending divisional management meetings and other events.
  • Playing an active role in determining the team’s strategic direction. Working with the Associate Partner and the rest of the team to identify opportunities and future priorities.
  • Working with the Associate Partner to build a feedback culture in the team.
