Specific Minimum Qualifications and Expertise
Essential
  • Ability to understand economic regulation and how it impacts on the financial decision making of a business.
  • A recognised, relevant qualification pertaining to economics, finance or accountancy (e.g. qualified accountant or graduate in economics or finance) or evidence of equivalent understanding of relevant economic, financial or accounting concepts and principles from practical experience.
  • Excellent written and oral communication skills with the ability to represent Ofgem and influence at the highest levels within Ofgem and industry.
  • Ability to lead cross functional teams delivering policy recommendations based on economic and financial analysis.
Desirable
  • High level understanding of the concepts and application of economic regulation and/or knowledge of the utility sector and/or familiarity with financial and commercial issues involved in energy infrastructure investment structures.
  • Understanding of the financial and commercial issues involved in project financing and issuance of bonds.
  • Experience of developing robust policy recommendations based upon robust financial analysis (e.g. cashflow modelling, sensitivity analysis and Monte Carlo analysis).
  • Experience of reviewing regulatory or statutory financial information.
  • Experience of working within a multi-disciplinary project driven environment.
  • Experience in managing consultancy input.
  • Experience of managing small teams of professionals.
  • Experience of preparing, reviewing or updating long term financial models or business valuations.
Purpose
To provide relevant, timely financial analysis to members of the offshore transmission senior management team. Sometimes this is achieved directly in response to requests from senior management, other times it is indirect and will involve supporting other teams on financial matters.
To take an active role in developing the Ofgem tender process for the award of offshore transmission licences.
Take an active role in contributing to policy development and implementation activities across the offshore transmission team including input into Executive board, Authority and consultation papers.
This role is within the financial analysis team involves working with specialists in many different disciplines including technical, legal and commercial experts.
Key Outputs and Deliverables
  • Clear and accurate analysis and reports to senior management and for publication.
  • Develop recommendations on financial policy issues to support the offshore transmission regime, for example in respect of:
    • Cost of capital assessment for setting the interest during construction allowance.
    • Economic analysis of the impact of the offshore transmission regime.
    • Assessment of the impact of offshore transmission licensees coming under common control.
  • Providing financial support to the tenders and transactions team; providing expert financial input into tender documentation and evaluation processes.
  • Develop and maintain relevant contacts across the wider City and finance community.
  • Contribute to Board, Executive Committee and consultation papers as appropriate.
  • Contribute to cross-directorate and cross-Ofgem initiatives as appropriate.
  • Manage consultant and/or contractor input into project work as required.
Key Stakeholder Relationships
For line management purposes this role reports to Senior Manager in the Financial Analysis team. For specific tasks this role will report to colleagues across the wider Offshore Transmission team. Other key relationships in this role are likely to be with:
  • Colleagues in other parts of Ofgem and Ofgem E-Serve, in particular the Regulatory Finance and European Electricity Transmission teams.
  • Offshore transmission licensees and bidders.
  • The European Investment Bank.
  • Credit rating agencies.
  • HMRC.
  • DECC.
Key Accountabilities
  • Responsibility for on time delivery of clear and accurate financial analysis and associated policy advice.
  • Management of consultants as appropriate.
