£43,600 - £56,650 p.a. (dependent on skills and expertise) - Band DLondon SW1
£41,200 - £52,600 p.a. (dependent on skills and expertise) - Band DGlasgow
Specific Minimum Qualifications and Expertise
  • Graduate or equivalent (essential)
  • Proven analytical skills (essential)
  • Excellent drafting skills (essential)
  • Proven ability to deliver projects within inter-departmental teams (essential)
  • Good communication skills and ability to build effective working relationships (essential)
  • Legal, financial analysis and/or economic analysis skills would be an advantage (desirable)
  • Experience of working on cases (especially in consumer or competition related areas) would be an advantage (desirable)
Purpose
To play a leading role in managing investigations, advising on options, developing Ofgem’s policy on use of its sectoral, competition law and consumer protection powers within energy markets, and advising OFT or the European Commission on mergers.
Key Outputs and Deliverables
Successful candidates will be expected to deliver on projects or parts of projects that include:
  • Ensuring that decisions on opening and pursuing investigations are made in the light of best practice and sound advice and information
  • Managing cases effectively and in a timely manner
  • Analysing evidence which is likely to include a mix of financial, economic and fact-/case-specific material
  • Assessing risk and making recommendations in relation to sectoral, competition, and consumer protection cases
  • Effectively communicating recommendations
  • Drafting case papers or policy documents to a high standard, including statements of case/objection
  • Advising on appropriate options for action to address suspected infringements of the Gas and Electricity Acts, competition law, and consumer protection legislation
  • Updating Ofgem on relevant developments in regulation, consumer protection legislation, and competition law and policy
  • Liaison with or advice to external bodies
  • Representing Ofgem at external fora as appropriate
Key Stakeholder Relationships
  • Build effective relationships with lawyers, economists and policy staff in Ofgem by providing input to inter-departmental projects
  • Maintain effective relationships with external contacts (e.g. Consumer Focus, the OFT, the European Commission) as relevant
Key Accountabilities
  • Responsibility for timely decision making and delivery in specific projects
  • Responsibility for management of part of the team
