£43,600 - £56,650 p.a. (dependent on skills and expertise) - Band DLondon SW1
Specific Minimum Qualifications and Expertise
  • Experience in briefing and advising senior staff on a range of issues, potentially technical
  • Good knowledge of the European institutions and policy making
  • Excellent organisational skills and ability to work under tight deadlines
  • Excellent influencing skills with the ability to represent Ofgem externally
  • Experience in policy development
  • Degree level education
Desirable
  • Knowledge of the energy industry and regulation at national or international levels
This position will require frequent European travel
Purpose
European developments are shaping policy decisions in GB across the board, touching on retail, wholesale, environmental and financial aspects. The successful candidate will be expected to have an overview of these EU devleopments so as to act as the EU coordinator in Ofgem.
This would include:
  • Ensure senior staff and policy teams are fully briefed both on risks and opportunities of a wide range of European developments
  • Contribute to development of policy wholesale markets and/or European issues
  • Responsible for following/inputting to negotiations of new EU primary legislation
  • Represent Ofgem on issues and activities originating from the Agency for Cooperation of Energy Regulators (ACER)
  • Be the first port of call on European issues within Ofgem
Key Outputs and Deliverables
  • Briefings for senior staff for meetings with Regulators, the Commission, MEPs and the industry
  • Drafting Policy papers on European and/or wholesale markets issues
  • Monitoring and influencing the negotiations of new EU legislation in GB and in Europe
  • Build good working relationships with colleagues working on European policy in Ofgem, other European Regulators, ACER and the secretariat of the Regulators’ Association.
  • Strong participation into various internal EU coordination meetings at working and senior levels
  • Deliver a series of internal communications initiatives to increase the knowledge and understanding of EU issues
