ORGANIZATIONAL STRUCTURE:
The International Programme Coordinator post is located in Pyongyang Country Office and reports to the UNFPA Country Director for Democratic People’s Republic of Korea, who resides in Beijing, People’s Republic of China. S/He provides country offices with daily support in programme and operational matters, guides research and data collection and assists in the management of the office.
JOB PURPOSE:
Under the guidance of the UNFPA Country Director, the International Programme Coordinator plays a leadership role with the office team in the country and manages the Country Programme in the areas of population and development, reproductive health and gender. Acting as an analyst/advisor, he/she proactively provides the UNFPA Country Director with information on the progress and achievement of results under the Country Programme. The International Programme Coordinator establishes and maintains collaborative relationships with counterparts in government, multilateral and bi-lateral donor agencies and civil society to address emerging issues and to facilitate programme delivery. The International Programme Coordinator acts on behalf of the UNFPA Country Director in his or her absence.
DUTIES AND RESPONSIBILITIES:
 Programme
Develops and manages programmes and projects based on national priorities; analyze demographic and socio-economic data and national population policies; creates knowledge by evaluating on-going programmes and projects; documents lessons learned, best practices and replicable strategies and actively shares and applies this knowledge; recommends areas of population assistance on the basis of continuous review and analysis of demographic and socio-economic data and national population policies responding to both development needs and humanitarian emergencies of the country. In this respect, the International Programme Coordinator will work closely with other members of the programme team and UNCT; designs strategies for national capacity development in population and development, reproductive health and gender; oversees and directs technical assistance to partners and stakeholders in the country; assesses additional resource requirements for the Country Programme and contributes to resource mobilization plan and activities.
 Partnerships and Advocacy
Maintains a continuous flow of information with government and donors and pursues innovative ways to maintain and create new partnerships; participates in the UN system joint initiatives in the country as part of broader UN Reform initiatives; participates in the formulation and monitoring of the UN Strategic Framework for DPRK; provides substantive inputs to facilitate policy dialogue and incorporates these policies into national plans and strategies; and contributes to resource mobilization by analyzing information on potential donors, preparing substantive briefs and project proposals in line with donor priorities, participates in UN inter-agency meetings and processes; and promotes south-south cooperation.
 Management
Participates in the formulation of the annual work plans and monitors their day-to-day implementation through consultations, correspondence and field visits; supports the Country Director in the management of human and financial resources, with particular attention to ensuring systems of accountability as per UNFPA policies, rules and procedures. The International programme coordinator will supervise national programme staff and the International operations staff in the country and report on performance of all international consultant s assigned to the programme

QUALIFICATIONS:
• Advanced University degree in in Public Health, medicine, sociology, demography, gender, economics, international relations, international development, public administration, management or other related field with demonstrated experience working in reproductive health and/or population and development related activities; • Seven years, including 4 years at international level, of increasingly responsible professional experience in the field of sexual and reproductive health and/ or population and development related activities, including designing and appraising projects and programmes; • Experience in office management and supervision would be an advantage; • Experience with UNFPA or the United Nations System would be an advantage; • Experience in or demonstrated knowledge of dealing with humanitarian emergencies would be an asset; • Proficiency in current office software applications; • Fluency in English is required; knowledge of another UN language is an asset.
