BACKGROUND INFORMATION:
The Government of the Union of Myanmar will conduct its nation-wide Population and Housing Census in April 2014. The 2014 Census will provide social, economic and demographic data on the characteristics of all people and households in the country for the purpose of ongoing reforms, development planning and good governance. The Government has demonstrated high political as well as financial commitment to the census. With the support from UNFPA, a number of initiatives have already been implemented to ensure a quality, participatory and inclusive census. However, the census is a massive operation which requires mobilization of significant human, material and financial resources. Especially in the case of Myanmar, an LDC with lower ODA per capita than many of its peers and the critical absence of census data for the past 30 years, there is a recognizedneed for support and assistance.
The success of the census will thus hinge on the mutual commitment by both the Gov’t and the international community. The donor community recognizes the importance of this exercise and financial commitments have been mobilized by DFID and SDFtowards closing the funding gapfor the population census. On this basis, a multi-donor fund for the Census will be established, managed and led by UNFPA, to which donors can contribute, based on an agreed framework, priorities and budget lines. At the request of donor countries, UNFPA will set up a Donor Forum for reporting, sharing information, and consultation with donors on the population and housing census.
ORGANIZATIONAL SETTING:
Programme Specialist (Census Donor Coordinator) post is located at Country Office in Myanmar and reports directly to the Representative of the Myanmar Country Office.
JOB PURPOSE:
The position of Census Donor Coordinator is to oversee the establishment of the Census Donor Fund and manage the Fund. The Coordinator will also manage the donor forum for reporting, sharing information and consultation with concerned donors. In addition, the incumbent will support the Government of Myanmar in implementing and documenting activities aimed at increasing people’s participations throughout the census process, in line with international standards and donor priorities.
MAJOR ACTIVITIES/EXPECTED RESULTS:
  • Oversee the establishment and manage aMulti-Donor Census Fund • Oversee the establishment of the Multi-Donor Fund; • Serve as primary liaison on the Multi-Donor Census Fund, specifically on issues related to progress on overall census activities, resource mobilization and expenditures, risk mitigation activities, and related activities for inclusiveness and participation; • Establish and maintain a donor forum for monthly updates, information sharing and planning; • Manage donor relations, including responding to queries and requests from contributing donors and interested contributors; • Assist advocacy efforts and resource mobilization of the Country Office by preparing relevant documentation, i.e. donor mapping and profiles, project summaries, conference papers, speeches, press releases, communication strategies and participate in donor meetings, development initiatives and public information events; • Prepare quarterly technical reports for donors on progress of activities financed by their contributions; • Support the preparation of reporting on expenditures;
  • Provide technical assistance and support to the implementation and documentation of activities to strengthen census participation and inclusiveness throughout the census process; • Establish partnerships and coordinate government, donors, and other inter-agency support for outreach and communication activities related to the census both in preparation for enumeration and at other stages in the sharing of data and analysis; • Develop modalities to advocate and document participatory and inclusive approaches throughout the census process, from preparation to data analysis; • Develop proposals and TORs for missions and consultants supporting activities to strengthen census participation and inclusiveness; • Produce briefings, reports and analysis on participation and inclusiveness; • Coordinate the work of consultants in their documentation and technical support to activities to strengthen census participation and inclusiveness, and related communication and outreach; • Assist the country office in other related matters as needs arise;

JOB REQUIREMENTS:
• Advanced university degree in economics, social sciences, international relations, development studies or related field; • At least 5 years of relevant experience, including country office or other field experience with international organizations; • Experience working on issues of Population and Development and Census required; • Experience in coordinating programs engaging a range of stakeholders, including donors, governments and institutes in different development contexts; • Prior experience with donor coordination and/or UN coordination in the field desirable; • Experience working in Myanmar and specifically working in Myanmar’s context of donor relations and UN coordination is highly desirable; • Fluency in English is required; knowledge of another UN language is an asset.
