This is a request for CV’s/ expression of interest for the position of Programme Manager – Port Moresby, Papua New Guinea. The envisaged length of service for this position is nine (9) months.

BACKGROUND:
IOM’s Disaster Risk Reduction (DRR) Framework seeks to support sustainable preparedness strategies that increase the resilience of vulnerable communities in Papua New Guinea and empower them to independently cope with and respond to natural disasters and the effects of climate change. As a part of the IOM’s DRR Framework for 2013-2014, IOM will implement the Disaster Risk Reduction through Building Community Resilience in Papua New Guinea (DRR/BCR) project, which aims to:
(i) enhance the capacity of the Provincial and Local level government officials to reduce disaster risks and manage disaster response through trainings and technical support to the development of standard operating procedures; (ii) improve coordination among all stakeholders at the sub-national level and understanding of disaster response; and (iii) strengthen community capacity to reduce disaster risks and cope with disasters.
Context:
Under the overall supervision of the Chief of Mission, and in close consultation and cooperation with relevant units at Headquarters and at the Regional Office for Asia and Pacific, the successful candidate will be responsible and accountable for the implementation, oversight, and coordination of the program and any other DRR-related activities and initiatives undertaken by the IOM Mission at country level.
Core Functions / Responsibilities:
  1. Develop, implement and monitor administrative, financial and operational activities of approved DRR programmes.
  2. Responsible for the development of programme implementation strategies aimed at meeting the programme objective with governmental and non-governmental counterparts, including appropriate monitoring and evaluation mechanisms.
  3. Act as the Cluster Coordinator for Non- Food Items (NFI) /Shelters and represent the Organization at relevant inter-agency meetings and fora.
  4. Ensure good and effective coordination of activities between different DRR programmes, and relevant aspects of the cluster system, with relevant government and non-government entities.
  5. Identify new opportunities, and develop new proposals consistent with approved programmes and ongoing activities. Formulate and present such proposals on the basis of technical and substantive input and in accordance with required format for final review and approval.
  6. Prepare and ensure timely submissions of all programme reports according to IOM and donor formats as required. Prepare regular updates, programme summaries, press releases and other relevant materials.
  7. Identify, train and supervise project staff in accordance with IOM’s procedures and regulations.
  8. Undertake duty travel relating to programme implementation, project needs assessment, liaison with counterparts, problem solving, and new programme development, as required.
  9. Perform such other duties as may be assigned.

a) works effectively in high-pressure, rapidly changing environments; b) coordinates actions with emergency response actors and making use of coordination structures; c) supports adequate levels of information sharing between internal units, cluster partners, IOM and other emergency response actors; d) establishes and maintains effective relationships with implementing partners; e) makes correct decisions rapidly based on available information.
Desirable Qualifications and Experience
a) completed advanced university degree from an accredited academic institution, preferably in International Relations, Political Science, Geography, Business or Public Administration; b) five years (or seven years for those with first level university degree) of practical experience with international organizations, in programme development, implementation, management and evaluation; c) previous disaster preparedness and response experience is an asset; d) familiarity with different project cycle steps and donor relations.
Languages
Thorough knowledge of English.
