UNOPS National Monitoring And Evaluation Officer


The Monitoring and Evaluation National Officer will be a key member to enhance the M&E capacities of SSOC. He/she will report directly to Monitoring and Evaluation Officer. He/she will have the following duties and responsibilities.

Corporate M&E Responsibilities
  • Provide relevant technical assistance to Monitoring and Evaluation officer for Engagement Assurance
  • Assist in knowledge building and dissemination of lessons learned to UNOPS office, national counterparts and other UN agencies;

    Program/Project M&E Responsibilities

  • Assist in the development of Program/Project M&E strategy.
  • Assist in the development of M&E Frameworks and Plans for SSOC Programme/projects – this will also entail the preparation of a M&E validation workshop for all staff and partners.
  • Collect all relevant data and facilitate the implementation of feasibility and baseline studies where appropriate.
  • Develop a field monitoring plan based on agreed upon progress and target indicator sets.
  • Review periodic technical reports of projects, provide appropriate comments and prepare consolidated quarterly reports.
  • Assist in problem solving and development of remedial actions ensuring any disparity between planned and actual outputs are addressed.
  • When required, provide technical support and training to the partners to strengthen M&E systems, including the development of sentinel surveillance systems, the recommended reporting and monitoring  formats & guidelines or/and provide any on-site support, and, if required, develop a M&E capacity strengthening strategy plan for      implementing partners.
  • Facilitate the implementation of regular and periodic project evaluations.

Education/Experience/Language requirements
Education:

A first-level university degree business administration, development, management, social sciences or a related field.

Experience:
  • At least 3 years of relevant experience in the area of M&E
  • Knowledge of quantitative and qualitative monitoring and evaluation methods 
  • A basic understanding of development related issues
  • Experience in the development work in the remote area
  • Experience in USAID/DFID M&E is an asset
  • Excellent communication and interpersonal skills and be able to work in a team environment
  • Ability to work with local counterparts in building their capacity.
  • Clear knowledge and experience working on data analysis     
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of SPSS or Epi info.
  • Experience in management information system is an added advantage.
Language Requirements:
  • Excellent command of the English language with strong writing and communication skills, and full computer literacy.
  • Knowledge of local languages is asset.

Contract level: LICA-5
Contract duration: 12 months
