UNOPS National Environmental Officer


Under the overall supervision of the Programme Coordinator, the incumbent is required to perform the following duties and responsibilities:
Corporate Environmental Officer Responsibilities
  • Provides relevant advice to SSOC Management, Government and counterparts on technical options for environmental management and engagement assurance;
  • Assists in sharing and knowledge-building and dissemination of lessons learned to the UNOPS office, national counterparts and other UN agencies.
Programme / Project Environment Officer Responsibilities     
  • Uses donor and/or UNOPS environmental screening assessment tools to identify and evaluate the potential environmental impacts of infrastructure projects;
  • Uses donor and/or UNOPS environmental guidelines for reporting on assessments and formulating mitigation measures and other activities;
  • Monitors and reports on project environmental mitigation activities;
  • Updates programme environmental management plans;
  • Formulates budgets for environmental mitigation activities;
  • Carries out adequate public and community consultation with regard to the environmental impact and possible ways of mitigating;
  • Conducts, develops, manages and implements various environmental studies such as eco-efficiency, hazardous waste management, site restoration and contingency/emergency planning and management.
  • Performs any other tasks as requested by the Programme Manager, Head of Programme or Country Director.
  Monitoring and Progress Controls
  • Develops and distributes performance reports related to the Programme Manager and Project Environment team. Regularly reviews the project status, evaluating performance criteria (scope, cost, schedule and quality);
  • Develops and manages a corrective environmental action plan;
  • Evaluates environmental action plans and initiates change requests as required;
  • Participates in meetings with the Programme Manager and Senior Management to review and approve environmental management changes.
Final Product
  • Prepares and issues regular reports in accordance with supervisor’s guidelines;
  • Maintains diaries and progress reports as required by UNOPS standard procedures.
 Qualifications and Experience
  Education
  • Advanced University Degree in Environmental Management, forestry or related field/environmental discipline.  A first-level university degree with two additional years of relevant work experience will substitute for a Master’s Degree.
Work Experience
  • Up to two years of relevant experience in the field of Environmental Management;
  • Experience in development work in remote areas highly desirable;
  • Experience of working with local counterparts in building their capacities;
  • Clear knowledge and experience on analyzing environmental reports and making recommendations;
  • Experience of working in South Sudan is desirable;
  • Experience and knowledge of environmental issues in South Sudan;
  • Experience with USAID environmental tools and framework an advantage;
  • Experience working with international donors.

  • Ability to communicate in any of the indigenous South Sudan languages highly desirable;

  • Full computer literacy. Competent in the use of all commonly used computer software – spreadsheets and other computer programmes.
