Project/Proposal Summary:
The purpose of five-year Sahel Resilience Learning Project (SAREL) is to provide monitoring, evaluation, collaboration and learning support to USAID resilience programming in the Sahel. SAREL’s emphasis on shared learning and joint action will support the stated objectives of African governments, development partners, and USAID – to harmonize efforts, integrate investments and engage in new approaches. This requires (1) expanding and accelerating the adoption of resilience-enhancing technologies and innovations already underway; (2) developing, testing and catalyzing widespread adoption of new models that integrate humanitarian and development assistance; (3) promoting ownership, building the capacity of national and regional institutions, and coordinating humanitarian and development interventions in the zone of intervention; (4) addressing Gender Issues Key to Resilience and Growth; and (5) conducting baseline assessment and impact evaluation for REGIS-ER and REGIS-AG. To this end, SAREL will base its approach on USAID’s Collaborative, Learning and Adaptation (CLA) model.
 
Position Summary:
The Chief of Party shall be responsible for leading and managing the overall Monitoring, Evaluation and Learning program. S/he will be located in Niger and will be responsible for providing the vision and overall leadership to the team; managing the Contractor’s technical assistance, training, and overall support; preparing and submitting reports requested by USAID; and coordinating USAID assistance with key counterparts.
 
Responsibilities:
•Principal responsibility for overall project management and technical operations to ensure that the project tasks are completed and the objectives of the project are successfully met.
•Lead the team and serve as the primary point of contact with USAID with regard to day-to-day activity implementation and management matters relating to the contract.
•Assure that all assistance provided under the contract, whether by international or local experts/personnel, is technically sound and appropriate for the needs to be addressed; and for adequately managing and supervising the work of all experts/personnel provided under the contract.
•Serve as the primary point of contact for information on the progress and current status of all activities under the contract and will establish appropriate mechanisms to ensure that activity progress and specific implementation concerns are regularly and promptly reported.
•Manage the preparation and presentation of proposed implementation plans and all reports.
 
Qualifications:
•Demonstrated leadership, strategic thinking/planning, management, and presentation skills.
•Strong multi-cultural, inter-personal and supervision skills.
•Especially charismatic, professional credentials to be able to establish close, trustful relations for pursuing earnest organizational learning with, particularly USAID’s resilience programs including REGIS-ER and REGIS-AG.
•Considerable academic credentials and experience in organizational capacity development, knowledge management as well as managing group dynamics and high-performing teams.
•Significant expertise in monitoring and evaluation.
•A minimum of 15 years of such stated experience, preferably a significant amount in international settings in planning, coordinating and driving complicated and demanding monitoring, evaluation
•and organizational learning, and capacity development efforts.
•A minimum of a Master’s degree in an appropriate inter-disciplinary area such as applied Social Sciences, Organizational Sciences such as Industrial/Applied Psychology, Development Economics, or Management and Evaluation.
•Required to have oral and written communication and presentations skills in French (equivalent to tested FSI R4/S4) and English.
